Duties

Help

  • Plan, develop, and utilize methods, procedures, policies, and techniques to support both region-wide and global telecommunication systems.
  • Develop plans, designs, and specifications for various types of communications and computer systems projects considering facility and infrastructure of the organization.
  • Develop new operational procedures and techniques based upon experience and mission partner requirements.
  • Serve as a technical advisor for customers while providing expertise in estimating the installation, modification, maintenance, operation, and support of both existing and new telecommunications transport and encryption systems.
  • Recommend solutions to resolve difficult issues, tests and implements transport systems and circuits, and research trends and patterns to deviate from traditional methods.
  • Prepare budgets, technical reports, staff studies, briefings, and vendor site support agreements.
  • Represent desired interests in negotiation with vendors, approves vendor actions, and imposes vendor limitations as needed.
  • Participate in discussions, meetings, and committees and presents briefings and prepares recommendations and reports.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located here

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-05 through GS-11 or equivalent in the Federal Service. Specialized experience includes serving as a technical expert or advisor on telecommunications and network infrastructure to support organizational goals and customer requirements. Planning, designing, and overseeing the installation, modification, maintenance, and operation of telecommunications systems, including transport and encryption systems. Developing, integrating, and implementing solutions to diverse and complex problems related to telecommunications. Leading or managing telecommunications programs and projects, coordinating with stakeholders to ensure project objectives are met, and ensuring resources are utilized effectively.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of telecommunications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of telecommunications to develop procedures/policies/practices for local use.
2. Knowledge of performance characteristic telecommunications equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches.
3. Knowledge of associated methods and techniques such as contracting procedures/legal requirements, cost analyses, and budgets.
4. Knowledge of communication system and infrastructure installation standards, energy utilization, HVAC loading, and bonding/grounding.
5. Knowledge of deployment configuration and practices to recommend, support and sustain cryptographic devices and systems and Air Force standard COMSEC practices policies and procedures.
6. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
7. Ability to analyze a variety of unusual telecommunications conditions, problems, questions, or conditions associated with formulating projects or studies to substantially alter major telecommunications systems (e.g., systems compatibility, circuits, switches, distribution, satellite linkages, and networking).
8. Ability to research patterns to develop new methods, criteria, or proposed new telecommunications policies and procedures.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
