This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. Total Rewards of a Allied Health Professional

The Supervisory Social Worker is primarily responsible for the management of personnel on the HUDVASH team, in addition to being able to provide supervisory coverage for the entire Homeless Program which is comprised of 24 direct and 2 indirect professional and nonprofessional staff.
The incumbent is responsible for functional leadership and coordination of Homeless Program staff as designated by the Homeless Program Manager who is responsible to the Associate Chief of Staff (ACOS) of Behavioral Health Services. This includes developing all aspects that are needed to provide optimum care.

The Supervisory Social Worker

  • has shared responsibilities of program coordination and takes responsibility for a caseload of Veterans in the HCHV and/or HUD-VASH programs. The program's scope of responsibility ranges throughout the EPVAHCS catchment area.
  • seeks unique programs and services, to include housing opportunities in the El Paso VA's catchment area. This includes negotiating with and providing assistance to agencies for contract services, applications for VA sponsored grants, per diem services, and residential car
  • has full programmatic responsibility for the development, coordination, selection and evaluation of community residences in the catchment area; will facilitate the interpretation and application of VA Guidelines to ensure standards maintained to promote the health, safety, welfare, and wellbeing of HUD-VASH participants.
  • makes recommendations for filling clinical and other program positions and further prepares the HCHV Program staff to form a functioning interdisciplinary team; provides leadership, direction, orientation, coaching, in-service training, and staff development on a regular basis.
  • develops and monitors a field internship for the training and education of postgraduate students who will be placed in the HCHV and/or HUD-VASH programs.
  • coordinates staff development, in-service training, and continuing education programs.
  • utilizes data from HOMES to plan, coordinate, and evaluate all aspects of the Homeless Program to ensure the provision of quality care and continuity of service.
  • represents the Homeless Program both within the VA medical center (VAMC) and the community at large.

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Education
You must possess a master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work.

License or Certification
You must be licensed or certified by a state to independently practice social work at the master's degree level.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:

Supervisory Social Worker, GS-185-12

Licensure Requirement: You must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

Experience Requirement: You must possess one year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Examples of specialized experience at the GS-11 include, but are not limited to: assessing and documenting identified behaviors or symptoms of abuse, neglect, exploitation and/or intimate partner violence; use of clinical social work skills; maintaining patient privacy and confidentiality per policies, handbooks or directives; acting as an advocate with appropriate community service providers and agencies when it serves the best interest of the patient and family members/caregiver; independently assessing the psychosocial functioning and needs of patients and their family members, identifying the patient's strengths, weaknesses, coping skills, and psychosocial acuity.

In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities:
  • Ability to independently organize work, set priorities, and meet multiple deadlines.
  • Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
  • Ability to ensure provision of clinical social work services.
  • Ability to provide staff training and development.
  • Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
Preferred Experience:
  • 2 years plus experience working in behavioral health setting.
  • Experience working in multidisciplinary teams.
  • Experience is setting up budgets and overseeing contracts
  • Experience in working independently and meeting deadlines set out by BHS ACOS.

Physical Requirements:
Individuals who are required to operate a government owned or leased vehicle to successfully carry out their assigned duties must be medically cleared prior to appointment. Assessment must be made for any acute or chronic medical/physical condition or medication use which interferes with the ability operate the appropriate Government-owned or -leased vehicle safely and without undue risk to themselves or others. The following requirements must be met:
  • distant vision 20/40 in one eye with or without correction,
  • field of vision 70 degrees,
  • ability to distinguish red, green and amber,
  • whispered voice at five feet, or average hearing loss of not greater than 40 dbs. at 500, 1000 and 2,000 Hz.

Duties Continued

  • collaborates with the local housing authorities, community agencies and other VA programs to maintain, develop and implement services for homeless Veterans. In working towards the VA's mission of ending Veteran homelessness, the Homeless Program Assistant
  • develops working partnerships with landlords and maintain linkage with agencies that provide housing to homeless Veterans.
  • manages the accuracy of the statistical flow of information from the HUDVASH Program between services both within and outside the local VA and with other local, state, and federal agencies.
  • manages, evaluates, and reports HOMES data for the HUD-VASH program. Completes administrative and statistical reports to comply with program and administrative requirements. All reports are prepared and submitted within the time period specified and are accurate and complete.
  • manages a clinical workload and further engage in psychosocial/diagnostic assessment with patient/family on each active case.
  • establishes therapeutic rapport, demonstrates effective interviewing skills, and elicits relevant information by case presentation and observation.
  • initiates outreach to the community to identify HUD-VASH Veterans. The target population consists of Veterans who are homeless, and who are chronically mentally ill, including substance abuse.
  • provides therapeutic interventions that are consistent with the psychosocial assessment. Incumbent demonstrates the ability to conceptualize, communicate, prescribe and provide intervention to patient and/or family. Interventions must be consistent with clinical privileges.
  • ensures continuity of patient care in the development and implementation of the treatment plan.
  • facilitates evaluation and treatment of Veterans in HUD-VASH and participates in case conferences with those Veterans; plans will reflect continuity of care including expected short and long-range outcomes.
  • performs quality professional psychosocial services for the young, middle age and geriatric age patients.
  • documents intervention (intake assessment, suicide screenings, progress notes, social summaries, addendums, consultations, etc.) is done for each Veteran admitted to the program. With few exceptions, documentation is done on all active cases according to frequency, time frames and format required in the program area.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
