Major duties include but are not limited to:

  • Planning and leading philanthropic activities.
  • Distributing community resources in support of organizational goals, objectives and strategic priorities.
  • Collaborates with Department-level organizations to support national initiatives.
  • Conducting and analyzing comprehensive needs assessments for optimal alignment of the program in support of the organization's mission and goals.
  • Making program adjustments that maximize human, financial, and in-kind resources to build capacity and services for the organization and its stakeholders.
  • Responsible for project and event management of varied sizes and scope.
  • Knowledge of project and event management principles to facilitate the effective planning, design and execution of events.
  • Ensuring compliance with legal, health and safety obligations when planning events.
  • Developing short and long-term strategic and operational planning.
  • Maintaining official volunteer personnel files, mandated training records, assignment guides, competency and performance assessments, and other applicable role-specific documentation.
  • Providing technical and administrative supervision to subordinates.
  • Overseeing the daily operation of a unit and ensuring agency policies and priorities are being followed.
  • Developing performance standards and evaluating work performance of subordinates.
  • Exercises final approval on position descriptions and assignment guides.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/26/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Voluntary Services Officer - Chief CDCE/Voluntary Services. Qualifying specialized experience is defined as planning, scheduling, executing special events involving community leaders, staff and visitors; developing and proposing policies and innovative programs governing voluntary services; managing general post fund accounts and other financial accounts; representing a volunteer program on speaking engagements before service, fraternal, and civic organizations; and making presentations for diverse audiences and varying sizes from small meetings to large conferences.
Examples of specialized experience would typically include, but are not limited to:

  • Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
  • Managing Human Resources - Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.
  • Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
  • Financial Management - Prepares, justifies, and/or administers the budget for program area; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The incumbent is responsible for the supervision of volunteers across the healthcare system, as well as affiliated VBA and NCA offices. These roles are performed across numerous locations, which may include different buildings on a campus, varied locations to include outpatient clinics, VBA offices, and national cemeteries; or specially designed volunteer roles for the coordination of community events. The incumbent is required to monitor and evaluate these work sites routinely, which may require long distance travel and adjustments in work schedule to ensure the completion of frequent comprehensive assessments, identified issues and concerns are addressed, necessary adjustments are made toaccommodate the needs of the volunteer and requirements of the role, and conduct reassignments as required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
