Summary

The Department of Agriculture's Office of the General Counsel (OGC) provides legal services to all the agencies within the United States Department of Agriculture.

The incumbent provides executive staff support through administrative and analytical work in connection with a variety of special projects. The incumbent serves as coordinator and liaison among Immediate Office of the General Counsel with other senior staff including the Associate General Counsels and Regional Attorneys.

Duties

Help
  • Prepares letters, reports, and briefings which represent management's views and organizational policies.
  • Keeps informed of the status of special initiatives and concerns of leadership and provides briefing on those matters requiring attention.
  • Records proceedings and prepares meeting notes for distribution to leadership.
  • Coordinates assignments made to staff units and serves as an agent drawing together the capabilities and resources of OGC offices and divisions to ensure that the work meets the objectives and timeliness of the General Counsel.
  • Serves as a resource to other support staff in the office by providing accurate and timely advice and instructions on procedures, requirements, formats, and all other administrative matters in the necessary for the orderly functioning of the office.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, and specialized experience and/or education, as defined below.

Time in Grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level).

GS-12: One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you to demonstrate all the following:

  • Assisting with administrative processes and procedures related to personnel matters, small expenditures via the purchase card program, and safety and health.
  • Reviewing all incoming and outgoing correspondence and routing incoming correspondence to appropriate managers or staff members.
  • Preparing letters, reports, briefings, and documents for signature and/or presentation to officials.
  • Acts as liason with Congresspersons and members of their staffs, subcabinet level officials, representatives of private industries and other Federal agencies, State and local government officials, leadership of key interest groups and private individuals who desire to communicate with organizational upper management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.?
