This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. For more information on the Cyber Excepted Service Personnel System, click here

Incumbents typical work assignments may include the following:

  • Serves as an information technology (IT) specialist that develops, manages, and works with staff providing IT program planning, stakeholder management, project portfolio management, risk management, budgeting and cost management, resource allocation, communication, change management, monitoring and control, analytics, reporting, lessons learned, customer service, service desk operations, and collaboration with Directorate of Scaled Capabilities (DSC) programs and Divisions.
  • Supports the Directorate of Scaled Capabilities across several divisions by providing IT project management, overseeing various products, services, and offerings.
  • Collaborates with Directorate personnel on streamlining costs, processes, workflows, service desk enhancements for efficiency and cost reduction.
  • Interfaces with counterparts in the Directorate in considering the development of design, configuration, and upgrade strategies to anticipate user demands, technology advancements, and resource limitations.
  • Participates and reviews assessments which include the use of analytical methods and tools to quantify the performance of the program, platform, service desk operations, and customer success metrics.

  • This position may require occasional travel up to 20% away from the normal duty station for official business on military or commercial aircraft.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic requirement:

The qualifying experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to the Basic Requirement, you must meet the experience below:
You may qualify at the GG-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GG-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability with:
  • Applying cybersecurity or audit controls, and compliance requirements for annual authorizations to operate.
  • Applying lifecycle process for systems and trends in present and emerging areas such as Artificial Intelligence (Al) and Machine Learning (ML) and other information technology systems and processes and ability to develop innovative solutions,
  • Applying service desk processes, software development, enterprise cyber security architecture, information assurance, operations support, information technology, communications integration, engineering support, budget, and acquisition management.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. Probationary Periods: New appointees in CES may be required to serve a 3 year probationary period.
