Duties

Help

To accomplish the duties of the position, expected to have experience in developing curricula using a wide variety of instructional technologies including a familiarity with computer programming/graphics, LMS applications, graphic interface, synchronous and asynchronous e-learning, digital audiovisual strategies and production.

Required to direct a team of Instructional System Specialists and Audiovisual Production Specialists while working closely with subject matter experts, technical service providers, agency managers and others in selecting and adapting technology for use in training program development.

Work is done at the national level and directly impacts the health of the training life cycle of the Bureau of Prisons (BOP).

Ensures that technology applications support the needs of instructional applications and are analyzed and evaluated on an ongoing basis.

Independently develops or supervises the development of reports for agency executives, managers and staff concerning the use of instructional technology in training program development.

Serves as a subject matter expert for the BOP on education and training applications.

Qualifications

Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

There is no substitution of education for specialized experience for this position.

Experience:

One-year specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled.

Some examples of this qualifying experience could be:

  • Experience analyzing training needs and designing, developing, implementing, and evaluating computer based adult instructional courseware.
  • Experience designing and programming online courses and integrating training products into an enterprise-wide learning management system.
  • Experience with project management of the development of e Learning, web-based, audio-visual and computer-based training.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

Initial appointment to a supervisory/managerial position requires a one-year probationary period.
