UNDERSTUDY AUTHORITY: The understudy will be appointed at the lower grade than the target position and will not assume full performance level duties or be promoted to the full target potential until the target position is vacated (not applicable if the understudy currently holds the same grade as the target position). The understudy period will not exceed 120 days.

JOB SUMMARY: The purpose of this position is to serve as the Senior Aircraft Maintenance Manager as the Aircraft Maintenance Squadron Commander with the assigned responsibility for directing and managing Squadron Personnel, Equipment, and overall readiness of all assigned resources. Incumbent partners with the Group Commander, as well as the other Commanders and organizations in the Wing to plan, schedule, and implement a flying program following overarching Operational Risk Management (ORM) concepts. Incumbent also coordinates efforts with numerous outside agencies to execute responsibilities. The supervised workforce may fluctuate daily to meet mission requirements. The workforce may include: Title 32 Military Technicians, Traditional Guard members, Active Guard/Reserve (AGR), Title 5 NG Employees, state employees, other civilian, military duty personnel.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard.

The major duties include, but are not limited to:

  • Directs unit's overall efforts to ensure readiness of assigned aircraft, personnel, and equipment to meet wartime, day-to-day mission requirements, and any State Active Duty to support State Emergencies.
  • Collaborates with the Group Commander and other base organizations to plan, develop and implement numerous long term plans to include: the Wing/Group Strategic Plan (mission, goals, values, objectives, etc.), Wing Commander's Inspection Program, the Base Master Plan (facilities), Communications/Computer Plan (infrastructure capabilities/upgrade), the Vehicle Replacement Plan, the Deployment Cycle Plan, Aircraft Modification Plan, Depot Input Plan, force management and recruiting/retention plans, weapon system conversions, and base supplements.
  • Coordinates with appropriate groups in the wing to ensure an integrated approach to action solutions of problems relating to fleet health, availability of aircraft, and the ability to conduct the military mission.
  • Maintains surveillance and ensures effective operation of the maintenance program.
  • Through subordinate functional supervisors, directs and supervises staff and production functions affecting very complex high performance aircraft with a wide variety of high cost, sophisticated systems, controlling approximately two thirds of base dollars.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following:

  • Experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in planning assignments.
  • Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, etc.
  • Experience in determination of resource needs, allocation of resources, and budgeting/funding needs.
  • Experience in human resources management policy matters affecting the entire organization, with personnel actions affecting key employees to include experience coordinating work forces and resources and negotiating with management or clients concerning problems.
  • Experience in managing the function of the work to be performed.
  • Experience which includes leading, directing and assigning work of personnel.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Ability to coordinate work.
  • Ability to plan and coordinate work of frequently changing work assignments.
  • Ability to develop, plan, and coordinate complex work assignments.
  • Knowledge of an organization that produces a number of services or end products.
  • Ability to determine deadlines and schedule work for an organization.
  • Ability to coordinate scheduling between customers and producers.
  • Ability to follow rigid requirements established by another source.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position requires a security clearance (Secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.

Education

No substitution of education for specialized experience.

Primary Change of Station (PCS) relocation expenses will NOT be paid.

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
