This vacancy priority is those who are current military members of the Utah Air National Guard. Military membership in the UTANG is required. This position is located in the Operations Section of a Base Communications Unit. This is an Air National Guard (ANG) Dual Status Technician position requiring military membership, compatible military skill assignment, and classification.

MAJOR DUTIES: This is NOT an all-inclusive list.

  • Administers the base Local Area Network (LAN). Implements new network operating systems hardware and software and develops base wide network operating procedures.
  • Analyzes LAN utilization statistics through data collection and performance measures to ensure the smooth, reliable, and robust operation of LANs to include classified and unclassified networks.
  • Coordinates LAN installation, maintenance, troubleshooting, and reviews, evaluates, and fine-tunes components such as virtual servers, hubs, switches, and routers to achieve peak efficiency within the overall network connectivity. Assists in the development, configuration, installation, and maintenance of network systems to include the LAN/WAN.
  • Receives network, communications, and related operating systems from various sources such as design centers and commercial vendors.
  • Maintains an inventory of all network hardware and software.
  • Conducts problem analysis to identify trends, ineffective practices or procedures, and equipment shortcomings.
  • Identifies and documents network requirements for specific needs of customers.
  • Determines if the facility environment can provide for network system requirements, and if infrastructure is in place to support the system.
  • Conducts in depth analyses of network usage, user complaints, traffic interruptions, hardware and software capabilities, and other relevant factors.
  • Changes the components of existing equipment for efficient operation or recommends major modifications to existing systems.
  • Plans for current and future technology integration and works issues for compatibility and standardization based on current and projected customer needs.
  • Analyzes LAN utilization statistics, performance measures, and system profiles to ensure network robustness in serving the business needs of the installation.
  • Forecasts future needs and prepares recommendations, justifications, and specifications for LAN equipment.
  • Determines when improvements in networking capability are needed and makes detailed technical recommendations to the senior system specialist.
  • Develops test procedures and participates in progress reviews with operating officials, system programmers, computer users, and others to determine the reliability and productivity, ascertain user friendliness, applicability to the work environment, and compatibility of system hardware and software with existing networks.
  • Serves as a network security administrator for a large number of users on the installation.
  • Ensures the optimum performance of the base firewall. Implements directed technical solutions provided by the Information Assurance Specialist required to bring the network into compliance with current network and/or operating system security measures.
  • Sets up and maintains account restrictions and user rights.
  • Establishes password controls and procedures.
  • Maintains user access controls (physical, personnel, software, and information security) using applicable security policies and regulations.
  • Performs other duties as assigned.

  • Incumbent must complete appropriate training and obtain/maintain required certifications IAW DoDI 8140 or DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level II or III within 9 months of hire
  • Work may require access to classified information.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include Operating Locations (OL) and GSUs. Due to distances involved, travel may involve one or more overnight stays.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

Basic Requirements:
Have experience that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

Specialized Experience GS-09:
Have 1 year of specialized experience equivalent to at least GS-2210-7 (Must submit SF 50 to validate response)
OR
Have experience, education, or training receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.

Specialized Experience GS-11:
Have 1 years specialized experience equivalent to GS-2210-9? (Must submit SF 50 to validate response)
OR
Have experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

Education

GS-9: Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-11: Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
