This position is located in the Architect of the Capitol, Office of the Chief of Operations, Office of the Executive Director of Facilities Operations, Supreme Court Buildings and Grounds. The AOC has the responsibility to the Judicial Branch for the structural and mechanical care of the Supreme Court Buildings and Grounds to ensure the safety and security of the Justices, Court personnel, and visitors, and to make improvements to the existing facility and grounds.

MAJOR DUTIES

Program Planning and Management

Provides assistance to the Executive Director of Facilities Operations, Deputy Executive Director of Facilities Operations, Business Operations Manager, and Supervisory Facilities Operations Specialist with setting up funding for maintenance contracts and reviewing scopes of work.

Reviews the costs of past work operations. Assesses anticipated costs of known future requirements and determines future resource requirements for the organization. Assists with determining new staffing patterns based on workload forecasts and available funds. Provides cost data for prospective new hires.

Evaluates the effectiveness of current policies, directives and supports with the development of Standard Operating Procedures. Evaluate operations to ensure that the organization is meeting its objectives and milestones. Where deficiencies are noted, identifies areas where efficiency can be enhanced.

Collects and analyzes quantitative and qualitative data on project costs, work hours used, and supplies and equipment costs. Prepares reports and presentations on findings. 

Budget and Finance Liaison

Serves as the financial subject matter expert in support of the Executive Director of Facility Operations, leading budget development and oversight of execution. Represents and liaison on behalf of the Business Operations Manager with the AOC budget office.

Collects cost data for input into the annual budget for both facilities. Provides guidance to managers and supervisors to assist them in preparing their budget submissions. Initiates GT&C, Order, and Performance in G-Invoicing for TMFJB funding transfers in support of the Annual Letter and various project requirements. Prepares narrative and quantitative documentation to support annual budget submissions and provides supporting documentation in support of the development of proposals to increase the organization’s resources.

Prepares the budget package for review by the Business Operations Manager and Executive Leadership Team and submits it to the budget office. Responds to all inquiries as needed. Tracks expenditures for obligations such as salaries, equipment, supplies, and training. Monitors balances to ensure expenditures are within budgeted amounts. Reconciles monthly financial reports. When expenditures are out of balance, alerts the appropriate office. Takes action to re-allocate funds following budget office guidelines.

Preparation of Written Materials

Prepares reports, correspondence, memoranda, and other documents relevant to program activities, such as Quarterly Financial Reviews, responses to the FEVS Survey, AOC Performance and Accountability Report, Chief of Operation Office’s Reports, weekly reports, cost analyses, quarterly capital reports, award program plans, and training plans. Coordinates the contributions of other writers to the documents.

Utilizes knowledge of and comply with applicable Occupational Safety and Health Administration (OSHA), Office of Congressional Workplace Rights, and AOC rules and regulations to ensure that work progresses in a safe manner. Provides or receives training, either on-the-job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Uses required Personal Protective Equipment (PPE) as appropriate.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the (GS-12) grade level in the Federal service.

Specialized experience for this position includes:

  • Program operations and direct accountability for allocation of resources and program results;
  • Execution of operational budgets;
  • Development and implementation of program policies and procedures; and
  • Conducting qualitative and quantitative analyses to assess and improve program effectiveness.
