The primary purpose of this position MANAGEMENT ANALYST, GS-0343-07 potential GS-0343-11, is to provide managers with objective information for making decisions on administrative and programmatic aspects of Management Analyst operation by accomplishing a wide variety of assignments concerned with the effectiveness and efficiency of programs and operations.

Help

  • Plan and conduct management reviews and research projects and provide advisory services on substantial issues of moderate scope and impact to assess the effectiveness of administrative and program operations.
  • Plan, develop, and implement directorate-wide programs.
  • Write, edit, and manage materials for a variety of publications and events in coordination with the Center Public Affairs Office.

  • PHYSICAL DEMANDS: Work is generally performed in an office setting. A moderate amount of walking and standing is required when attending meetings and conferences, and in visiting other offices and buildings.
  • WORK ENVIRONMENT: Most work is performed in a properly heated and ventilated, air conditioned, and well lighted office setting.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

TARGETED POSITIONS: This position is a developmental GS-07 target GS-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected.

GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-5), or equivalent in other pay systems. Specialized experience is experience in gathering data, identifying significant factors, and recommending solutions from several possible alternatives utilizing analysis, evaluation, fact-finding, and investigative techniques. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: Applicant must have one full year of graduate level education or superior academic achievement. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed qualifying education and experience to meet total experience requirements. Specialized experience directly related to the work of the position and education in excess of a 4-year course of study leading to a bachelor's degree may be used to qualify applicants for the GS-7 level. NOTE: You must submit a copy of your transcripts.

GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-7), or equivalent in other pay systems. Specialized experience is experience in performing studies and preparing reports, documentation, and correspondence to communicate factual and procedural information clearly utilizing understanding of the principles, concepts, and theories of the occupation; and performing difficult but well-precedented assignments using the standard practices, methods, and techniques of the occupation. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Applicant must have equivalent combinations of successfully completed qualifying education and experience to meet total experience requirements. Specialized experience directly related to the work of the position and education in excess of one full year of graduate level education or superior academic achievement may be used to qualify applicants for the GS-9 level. GS-11 SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade (GS-9), or equivalent in other pay systems. Specialized experience is experience in adapting analytical techniques and evaluation criteria to measure and improve program effectiveness and/or organizational productivity; conducting detailed analyses of complex functions and work processes; and presenting recommendations and negotiating solutions to disputed recommendations.NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Applicant must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. NOTE: You must submit a copy of your transcripts.

Applicant must have equivalent combinations of successfully completed qualifying education and experience to meet total experience requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Due to the use of 120-day rosters, applicants within 120-days of completion of TIG requirements are encouraged to apply. Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
  2. Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the areas studied.
  3. Ability to gain cooperation from others through tact, courtesy and diplomacy.
  4. Knowledge of the substantive nature of operating programs and their inter-relationship.
  5. Thorough knowledge of business management philosophy to develop methods for the analysis and display of program management, plan and schedule information.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year-round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.
