Summary

The incumbent will perform the full scope of duties and responsibilities under normal supervision as the Financial Administrative Specialist within the Facility Management Service at the VA Portland Health Care System and surrounding VA Clinics. The primary purpose of the position is to be responsible for ensuring compliance with FMS's missions, functions, goals, objectives, work processes, sources of funding applicable to the VA regulations, policy and other agency specific guidance.

Duties

Help

Major duties include, but are not limited to: The incumbent employs the FMS's missions, functions, goals, objectives, work processes, and sources of funding; and provides co-direct support to the FMS annual operating budget.

  • Independently plans and carries out the most difficult procedural and technical processing of budgetary transactions and oversight.
  • Adjusts appropriated fund accounts prior to fiscal submission.
  • Performs and builds reports on budget formulations/execution support work.
  • Communicate proactively with the appropriate utility providers when we have not received monthly billing for all locations under the VA Portland Health Care System.
  • Performs and manages budget formulation/execution support work for Service.
  • Extracts budget estimates and data from various local program and administration activities, and organizes budget data according to appropriation, account, object class, and line-item code.
  • Verifies line-item account costs and reconciles requiring an analysis of adjustments and corrective entries in the account according to schedules.
  • Validates, monitors, controls, and maintains accounting transactions and accounting records for multiple accounts.
  • Reconciles with Fiscal Service subsidiary ledgers to general ledgers for accounts having multiple transactions.
  • Reconcile and maintains fund and subsidiary accounts; and process accounting transactions for a wide variety of functions including: obligations, accrued expenditures, disbursements, appropriation refunds, reimbursable orders, expenditure vouchers, rejected transactions, inter-fund bills, and other accounts in connection with the general ledger.
  • Performs a variety of special assignments involving the collection of data for the Administrative Officer to prepare or forecast budget.
  • Performs timekeeping duties for permanent, temporary, and intermittent employees, which work a full range of shifts.
  • Communicates with Contracting Officer Representatives (CORs) at the least certification of COR level 1 to close out UDOs.
  • Performs reviews on leases routinely and ensures proper transactions have been properly entered.
  • Coordinates the annual and quarterly expenditures with GSA for the vehicle fleet.
  • Performs administrative work, which includes management of an office's schedule or day-to-day plans.
  • Develops routine plans or schedules using standard references, processes, and existing information.
  • Identifies schedule/time required, and meeting dates required by developing creative or unique solutions, methods within governing policy, laws, or regulations for the service.
  • Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet time-in-grade and specialized experience requirements within 30 days of the closing date of this announcement, 01/29/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your specialized experience and/or education as described below:

To qualify for this position at the GS-07 level, you must meet one of the following:

  • Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: At the developmental level; Experience planning and carrying out the procedural and technical processing of budgetary transactions and oversight. Experience in managing fund control accounts while following their different rules, regulations, and specific procedures for each. Experience managing expected costs; utility usage and billing to include addressing any potential discrepancies that may be contributed to an issue in the facility. Experience in validating, monitoring, controlling, and maintaining accounting transactions and accounting records for multiple accounts. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of one (1) full year of graduate education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
  • Superior Academic Achievement: This provision recognizes students who have achieved superior academic standing as evidenced by one of the three methods described below. It is to be used to determine eligibility for applicable GS-7 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for a bachelor's degree from an accredited college or university. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum related to the position. TRANSCRIPTS REQUIRED
    • Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
    • Grade-point average (G.P.A.) - Applicants must have a grade-point average of:
      1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
      2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
    • Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies . OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have combinations of successfully completed graduate level education and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
