Duties

Help

Provide legal support across the full range of Army MWR & NAFI practice areas, with an emphasis on NAF administrative law. As the administrative law attorney, provides legal opinions on investigations, gift actions, Child and Youth Services and Congressional inquiries. Assists the business recreation division on MWR activities and provides legal support to the Army World Class Athlete Program. Also, provides advice on FOIA, Privacy act. Provide legal advice on G9 actions/issues and NAF travel requests. Familiarity with NAF activities and instrumentalities, and DoD Morale, Welfare and Recreation programs. Provides legal support for investigations, including providing legal advice and legal opinions on matters of great importance. Provides labor counsel support including agency representation and contract review as necessary. 70%

Provide legal advice and guidance in the areas of Government Ethics/Standards of Conduct, Freedom of Information Act/Privacy Act matters, and other administrative law matters resulting from operations and responsibilities of operating large military installations. Provides oral and written legal advice concerning the activities of IMCOM G-9. Performs in-depth legal research. Serves as lead ethics counselor with primary responsibility for collection and review of OGE 278 and 450 Financial Disclosure forms completed by IMCOM G-9 personnel. Serves as labor counselor and provides contract support as needed. Coordinates actions with other staff elements and with installations, IMCOM Staff, IMCOM Directorates, AMC, Department of the Army, and higher level legal and staff offices, as appropriate. 30%

Qualifications

RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

Successful completion of a full course of study in a school of law accredited by the American Bar Association and have the first professional degree (LLB or JD).

Must be a member in good standing of the bar of a state, territory of the United States, District of Columbia or the Commonwealth of Puerto Rico. Proof of bar status is required.

You must upload transcripts and proof of member of good standing of the bar in order to meet minimum qualifications.

All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.

Knowledge to provide oral and written legal advice concerning administrative law activities on an military installation.

Possess the ability to serve as an ethics counselor and labor counselor as needed. (as ethics counselor, has primary responsibility for collection and review of OGE 450 Financial Disclosure forms).

Possess the ability to coordinate actions with other staff elements and with installations, Department of Army and higher level legal and staff offices, as appropriate.

Possess the ability to serve as instructor on topics within his/her responsibilities and serve as a back-up for NAF government contracts.

Experience practicing administrative law.
