This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

As a Supervisory Congressional Support Officer at the NH-0301-4 broadband level, some of your typical work assignments may include:

  • This position serves as the Deputy Director of Congressional Affairs and reports to the Director of Congressional Affairs. Supports the Director of Budget Appropriations & Legislative Affairs with independent research, insight, and assessments. As the Deputy, participates with the Director in performing the following:
  • Plans, develops, coordinates, and executes the MDA Legislative Strategy to support the President's annual budget submission and MDA Program of Record through the congressional authorization and appropriations process.
  • Prepares the MDA Senior & Executive Officials for Congressional hearings, Congressional engagements, and provides support to senior Office of Secretary of War (OSW) officials for hearings on matters related to missile defense. Manages and coordinates Agency briefings for Congressional Members and Staff.
  • Evaluates the effectiveness of Missile Defense development, testing, acquisition, siting, environmental, and deployment activities on a national and international basis and articulate the status before the Congress. Serves as an expert on the processes, procedures, and the internal workings of the Legislative Branch.
  • Manages the Agency's Congressional response processing by ensuring appropriate coordination and enforcing timeliness. Analyzes Congressional reactions to organizational programs and policies, and works with MDA Executive Leadership to develop recommendations that significantly affect missions and operations. Facilitates the development and coordination of a variety of complex, comprehensive Reports to Congress, responses to Congressional Request for Information, and Congressional hearing due outs and other oversight actions. Conducts conflict resolution to manage Congressional action processing.
  • Facilitates and manages Government Accountability Office (GAO), Congressional Budget Office (CBO), and Congressional Research Service (CRS) activities including audits, investigations, and reviews of MDA programs. Prepares Congressional, GAO, CBO, and CRS response updates for program reviews conducted by MDA Senior and Executive officials. Monitors, analyzes, and advises MDA Executive and Senior Leadership on congressional defense committee developments and legislative actions (Subcommittee, Committee, and Floor Actions) and GAO, CRS, CBO recommendations. Provides information and develop courses of action on the potential impact of these congressional actions on the Missile Defense System (MDS).
  • Performs in-depth research and critical analyses to determine historical trends, MDA congressional interest items, and develop strategies related to Congressional, GAO, CRS, and CBO inquiries and advise key officials of the findings and recommend proactive responses and actions. Obtains information from various sources and responds to Congressional, GAO, CRS, and CBO inquiries on elements of the missile defense program.
  • Represents the agency at public events and Legislative-discussion forums such as breakfasts, lectures, luncheons and briefings.
  • Executes internal Department of War (primarily OSW (LA), OSW (C), and OSW (R&E) and OSW(A&S) actions.
  • Incumbent is a supervisor and performs the following at least 25% of the time. Assigns work to subordinates based on priorities, difficulty of assignments, and the capability of employees; provides technical oversight and instruction on administrative matters; develops performance plans and rates employees; interviews candidates for subordinate positions; recommends hiring, promotion, or reassignment; takes disciplinary measures, such as warnings and reprimands; identifies developmental and training needs of employees; provides and/or arranges for needed development and training.

Qualifications

You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 3 of the 5 specialized experience listed below to be qualified:

  • Experience in processes, procedures, and internal workings of the Congress including how bills are introduced, how they flow through the Committees, and the manner in which they can be amended, stalled, or terminated.
  • Working with and across Executive Staffs, Joint Staffs, Commands, Agencies and the Services in the development of the organizations primary mission, goals, and objectives.
  • Research, plan, coordinate, and brief actions in support of leadership's goals, objectives, and mission.
  • Establish and maintain good interpersonal relations with the MDA Executives and Senior Leaders, and OSW Senior Officials, while effectively presenting, defending against criticism, and gaining understanding of the President's policy on missile defense. Possesses political knowledge by working to assess and promulgate political, fiscal and other factors affecting customer and program/project needs.
  • Experience in policy and doctrine aspects of complex weapons programs and the national security policy-making environment. Department of War programs, and Congressional processes.

Substitution of education may not be used in lieu of specialized experience for this grade level.
