Summary

The Outpatient Pharmacy Supervisor primary responsibility is supervising all the personnel in the outpatient pharmacy and coordinating the activities of the staff to ensure compliance with all policy and procedures established by VHA. The Outpatient Pharmacy Supervisor is responsible for the West Palm Beach VA Healthcare System Outpatient Pharmacy, Community Based Outpatient Clinics (CBOCs), the Consolidated Mail out Operation(CMOP) and the maintenance of the Fee Basis Prescription Dispensing.

Major duties include but not limited to:

  • Applies evidence-based, cost-effective principles to promote optimal patient care within budget appropriation.
  • Assures that the outpatient pharmacy staff meet the minimum metrics for customer service and facility metric goals.
  • Assists in the development, implementation and/or maintenance of plans to promote therapeutic appropriateness and safety.
  • Assures medications are dispensed to patients in a timely fashion consistent with The Joint Commission standards, VA requirements, and Federal and State laws impacting pharmacy service.
  • Assists in the development and maintenance of drug distribution processes for the CBOCs that meet the needs of patients and follow the "same level of care" as the WPBVAHCS.
  • Assists in directing a drug distribution system that assures accuracy, legible labeling, quick responsiveness and inventory accountability.
  • Develops and maintains a plan to secure and control drug inventory to minimize risk of pilferage of pharmaceuticals and control substances. Ensures that all VA regulations regarding controlled substances are being followed.
  • Responsible for assessing, planning, and evaluating the Pharmacy program to ensure proper coordination between the delivery of Pharmacy services and the overall delivery of health care.
  • Works with the Pharmacy Chief and Associate Chief of Pharmacy-Operations to promote optimal patient care with budget appropriation.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).

Licensure. (DOCUMENTATION SUPPLIED):Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations for Pharmacy Supervisor-GS-0660-13 (Above full performance):In addition to the basic requirements for employment above, the following criteria must be met when determining the grade of candidates.

Pharmacy Supervisor, GS-13
Experience. One year of experience equivalent to the next lower grade.
Knowledge, Skills and Abilities. Pharmacists assigned to this position must demonstrate the following KSAs:

  1. Ability to effectively supervise subordinate staff.
  2. Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
  3. Expert understanding of regulatory and quality standards pertaining to pharmacy.
  4. Skill in managing people or programs.
Assignments. Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area.

Preferred Experience: 2 years experience as a pharmacy supervisor or pharmacy program manager.
