Help
  • Responsible for all supervisory duties for the DLA Enterprise Platform Application project teams implementing and sustaining on the ServiceNow platform
  • Provide program management oversight for the assigned information technology programs and applications on the ServiceNow Platform
  • Ensures that the acquisition, design, development, testing and deployment of assigned projects and programs are within expected cost, schedule, and performance
  • Develops IT program policies, procedures, and practices for the applications on the ServiceNow Platform, ensuring the agency is responsible, accountable, and in compliance with overarching directives and guidance
  • Identifies new ways to meet the mission of DLA and work within the strategic direction of the CIO and PEO in the applications on the ServiceNow Platform
  • Builds collaborative partnerships across the DLA stakeholder community to bring all activities in line with the DLA mission and CIO guidance. Leads daily activities of tactical operations of several applications residing on the ServiceNow platform.
  • Report status of programs to leadership, including current activities, risks, issues, and opportunities impacting the applications on the ServiceNow Platform.
  • Responsible for the technical and administrative direction of the subordinate workforce and responsible for providing support to the applications on the ServiceNow Platform which are supported by the assigned Portfolio.
  • Coordinates with other Department of Defense (DoD) and Federal agencies to identify and implement new business systems that support business functions and processes by applying cost, schedule, and performance effectively.
  • Provides guidance, leadership, and mentoring to subordinate Program and Project Managers on industry standard program and project management methodologies to support the mission requirements.

Qualifications

To qualify for a Supervisory IT Program Manager (APPSW), your resume and supporting documentation must support:

  1. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Provides overall direction and guidance for the development, acquisition, testing, systems integrations, product improvement and fielding of applications on the ServiceNow platform.
  • Provides expert guidance, based on knowledge of the automation platform industry, on the employment of automation platforms in DLA (ServiceNow) in the context of the agency business processes and has an expert knowledge/experience of integrating these platforms with all "flavors" of AI assets.
  • Plans, directs, controls, and ensures the integration of enterprise activities for major functional and complex programs, including programs and applications for the ServiceNow Programs.
  • Assures industry standards for ServiceNow are implemented for maximum effectiveness, efficiency, and success of assigned IT programs and IT sustainment. Experience leading and mentoring technical and non technical program staff in support of the ServiceNow Programs. Understanding of how resources can be maximized to get the most return on investment for ServiceNow.
  • Experience working with the ServiceNow platform and more than two applications and products residing on the platform, understanding how applications on the platform interconnect to support a connected enterprise. Ability to conceptualize future interactions of all use cases on ServiceNow and be able to communicate how to maximize the investment of resources on the ServiceNow platform.
  • Oversees and performs risk management analysis, modeling, metric gathering/analysis and process development required to successfully identify program risks, risk levels, consequences of risk, deviation to consequences and mitigation strategies
  • Assists in formulating and executing the assigned budget by collecting, consolidating and analyzing project data to determine mission essential requirements, and then prioritizing input for budget submissions
