Duties

Help
  • Supervise the National Wildfire Coordinating Group (NWCG) Instructional Systems Specialists team, overseeing project progress and quality of materials, and directing unit staff.
  • Oversee the development and evaluation of wildland fire training courses and related products in support of national interagency wildland fire management objectives to improve performance.
  • Serve as an advisor and consultant to NWCG committees and subcommittees, fire managers, training administrators, and other stakeholders.
  • Provide expertise on instructional design for the development and maintenance of a sustainable and integrated NWCG performance-based learning system.
  • Identify data elements necessary to evaluate the effectiveness of training development, delivery, and impact on job performance.
  • Develop methods of collecting and analyzing training data to improve the efficiency and effectiveness of all aspects of the training system.

Qualifications

BASIC MINIMUM EDUCATION REQUIREMENTS FOR THE INSTRUCTIONAL SYSTEMS SERIES 1750:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

To qualify for the GS-12 grade level, you must have one (1) full year of creditable specialized experience equivalent to the GS-11. Examples may include the following:
- Expert knowledge of the principles, methods, practices, and techniques of instructional systems design (ISD) for adult education, and in the application of this knowledge to develop innovative training.
- Extensive application of learning theory and the principles, methods, practices and techniques using a systems approach to ensure proper organization and delivery of course content and allow for the evaluation of all aspects of training programs and performance support tools.
- Design and develop assessment strategies, tools, and instruments which measure and assess the level of skill, knowledge, abilities, and job competencies in specific program disciplines.
- Knowledge and skill of systems technology procedures to analyze user requirements, develop strategies to meet program objectives, create training solutions, and enable learners to more effectively and efficiently gain knowledge and skills for wildland fire incident position qualifications.
- Knowledge and skill in curriculum development, production, and management; interpreting and applying current and emerging e-learning technologies; database systems, and collaboration software technologies to ensure an effective, useful, dynamic, and secure program.
- Develop guidelines, instructional methods, course materials, training/job aids, and new or modified applications of educational technology for use in the NWCG training system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. There is no substitution of education for specialized experience at the GS-12 grade level.

  • Applied Instructional Design - Experience shows extensive application of instructional design using ADDIE, or similar, process for high student through put training and national scoped performance support tools.
  • Evaluation and Maintenance - Experience in developing course and performance management evaluation and maintenance plans with intent to improve learning outcomes and performance.
  • Development of Standard Operating Procedures and Guides - Ability to develop processes and procedures to improve efficiency and meet organizational goals.
  • Communication - Ability to communicate, orally and in writing, ISD technical language to all levels of an organization.
