The United States Space Force (USSF) Space Operations Command (SpoC) at Naval Air Station Point Mugu, California is searching for a COMSEC Specialist (NH-0080-02, GS 05 to GS-11 equivalent).

Description:
The COMSEC Specialist provides day-to-day operational support to the Commanding Officer in executing their responsibilities associated with the receipt, handling, issue, safeguarding, accounting, and disposition of COMSEC material assigned to an EKMS account and Special Mission account. Principle consultant and advisor to the Commanding Offices and immediate supervisor in the development, implementation and management of policy for all technical and administrative matters regarding EKMS and COMSEC. Directs, coordinates, and plans across broad organizational lines the proper handling of EKMS accounts and COMSEC materials, including the generation of MUOS Generic Fill Format (GFF) Key Package (GKP) User Applications Software and redrafting MYK-16B loading procedures into Interactive Electronic Technical Manual (IETM). Effectively applies guidelines, methods, precedents and techniques applicable to all phases of COMSEC management, including composing written guidance on the proper handling, safeguarding, accounting, destruction, and disposition of COMSEC material. Operational understanding of all (internal, external, and joint) policies and procedures regarding receipts and inspections of COMSEC material and equipment from the 21st Logistical Readiness Squadron (21 LRS). Recognize problem areas and recommend improvements or solutions. Identify EKMS best practices and guides program managers, field engineers and local elements in matters concerning EKMS related questions. Efficiently conduct monthly spot checks and quarterly assessments of all local elements and 10 SOPS EKMS accounts to ensure adequate protection of COMSEC material; guides local elements with the Integrated Satellite Control System (ISCS) during troubleshooting of EKMS equipment; ensures timely replacement and disposition of broken and obsolete COMSEC equipment. Acquires, monitors and maintains authorized holdings of effective and Reserve-on Board (ROB) COMSEC material. Oversees the MUOS EKMS LMD/KP account held at 50 SCS Air Force Base Colorado Springs, CO. Ensures all EKMS Alternate(s) are properly trained in proper handling of EKMS accounts and COMSEC materials.

The ideal candidate requires a comprehensive knowledge of COMSEC security principles, concepts, and practices, including database software and the Key Management Infrastructure (KMI) program with its Management Client (MGC) node. This expertise is coupled with a strong understanding of information technology and telecommunication security principles to assess risk factors, advise on vulnerabilities from various sources, and recommend methods for system protection. Furthermore, the role demands knowledge of transmission security protocols and telecommunications concepts to evaluate the efficiency of operations and ensure system integrity. Crucial to success are the abilities to communicate clearly, concisely, and accurately, both orally and in writing, and to establish effective professional working relationships with coworkers and customers to ensure the successful accomplishment of the mission.

Key Skills and Abilities:
1. Knowledge of COMSEC security principles, concepts, practices, systems and database software, Key Management Infrastructure (KMI) program and Management Client (MGC) node.
2. Knowledge of information technology and telecommunication security principles, policies, products, services to assess risk factors and advise on vulnerability to attach from a variety of sources (e.g. destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications.
3. Knowledge of transmission security protocols and techniques, commonly applied telecommunications principles, concepts, methodologies, operation characteristics and capabilities of systems, media, equipment, and recommendations involving equipment and system integrity.
4. Ability to communicate orally and in writing, clearly, concisely, and accurately.
5. Ability to establish effective professional working relationships with co-workers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • This is a cybersecurity position; the employee will attain appropriate DoD approved cybersecurity baseline certificate(s) applicable for cybersecurity functions required for the DoD position held.
  • Department of Defense Security Fundamentals Professional is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • This position will close after 5 business days or 75 applications, whichever comes first.
