Duties

Help

The Department of the CIO provides enterprise-class systems, infrastructure, and data services to support court operation. The department operates the Judiciary's primary data centers and wide area network; manages the AO's local area network; provides cloud hosting; maintains the enterprise support desk; and provides other mission-critical support services and technologies.

The Deputy Chief Information Officer (CIO) is the primary strategist and execution arm for the CIO, bridging the gap between technical vision and operational reality.

The Deputy CIO is responsible for directing and managing operational activities and implementing the CIO's operational goals and objectives.

The portfolio of work includes the Judiciary primary data centers, wide-area networks, cloud environments, and enterprise security boundaries. This is not a maintenance role; it is a transformation role with a focus on the shift from legacy, on-premise operations to a modern, scalable, and secure service delivery model.

The duties of the Deputy CIO include, but are not limited to:

  1. Translating strategic vision into executable operational roadmaps and leading the transition from traditional waterfall operations to agile, value-stream-oriented delivery models.
  1. Cultivating a high-performing, adaptable workforce by implementing workforce planning strategies to close skills gaps in emerging areas like cloud architecture and automation.
  1. Orchestrating the continuous delivery of services by integrating development, security, and operations to reduce time-to-market for judicial capabilities.
  1. Acting as the primary bridge between technical teams and judicial stakeholders.
  1. Developing service level agreements that reflect business value as the indicators of customer satisfaction.
  1. Managing a complex annual operating budget and transitioning Financial reporting towards modern approaches that provide greater insight.
  2. Formulating capital planning strategies that prioritize IT investments to maximize value creation.
  3. Analyzing contract performance data and risk assessments to recommend the modification, pause, or termination of underperforming technology initiatives or outdated contracts.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialize Experience: Applicants must have at least one full year (52 weeks) (preferably 10 years) of specialized experience equivalent to the SES/GS-15/JSP-15/CL 31/PB-2F level which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in IT operations, with at least 5 years overseeing enterprise-class programs in a complex, regulated environment (federal, financial, or healthcare sectors preferred).

Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

Mandatory Technical Qualifications: The MTQs listed below should be evident in your resume. A supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below. Please limit your response to two pages for each MTQ.

  1. Describe your progressive, executive-level experience in information technology and enterprise architecture issues, processes, policies, standards, techniques, models, artifacts and methodologies and the ability to apply these, as required, to formulate and advance the definition and documentation of an agency-wide enterprise architecture.
  2. Describe your experience developing a vision and strategy for a large information technology organization and aligning budget and implementation plans to that strategy.
  3. Describe your experience developing and implementing strategic thinking processes in an evolving information technology infrastructure environment. This includes providing advice and input to decision-makers, identifying and implementing information technology best practices, and developing, building, and or maintaining a state-of-the-art information technology system.
  4. Describe your executive-level interpersonal skills in communicating, negotiating, and persuading others to build consensus and facilitate "win-win" situations. This includes experience in innovation, re-engineering, collaboration, and building coalitions to respond to customer needs and management issues and the demonstrated ability to present complex technical issues in clear, concise terms.
Executive Core Qualifications (ECQs): Applicants currently serving in an AOES and Court Unit Executive positions or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ). A narrative response as part of the application package for each of the following ECQs is MANDATORY for all other applicants. Please limit your response to two pages for each ECQ.
  1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals.   3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving, Technical Credibility.
  4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. Leadership Competencies: Financial Management, Human Capital Management, Technology Management.
  5. Building Coalitions / Communication: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating.

Education

Undergraduate degree required; MBA or Master's in Technology Management preferred.
