This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE Real Estate Positions to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This is a Realty Specialist, GS-1170-09/11 position for USACE, Fort Worth District in Fort Worth, TX. Position may be filled at the GS-09 or GS-11 grade level. If filled below the full performance level, promotion potential is to the GS-11. Promotion is at management's discretion.

Help
  • Represent the Fort Worth District in administering the management and disposal of government-owned real property for both civil works and military projects.
  • Develop plans and programs for disposal of real property determined to be excess by the Army, Air Force, and other agencies as requested as well as removal of buildings and other improvements in acquisition project areas.
  • Plan, organizes, directs, and controls grants for the use of government-owned real property by others (out-grants/legal agreements and/or contracts) at Army installations, Air Force bases, and civil works projects.
  • Perform on-site inspections of out-grants/legal agreements and/or contracts to assure proper compliance with terms and conditions.
  • Obtain and reviews all available information regarding the current and anticipated use of real estate in order to prepare civil works utilization and land survey inspection reports.
  • Conduct special and complex real estate investigations pertinent to civil projects and military lands.

  • Willingness and ability of the incumbent to travel by commercial or military vehicles. This includes aircraft, watercraft, automobile, bus, trains and any other means deemed appropriate.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for the GS-09: One year of specialized experience which includes 2 out of 3 of the following: 1) Organizing legal agreements and/or contracts for a real estate office including leases, licenses, easements and permits; OR 2) Coordinating corrective action measures related to legal agreement and/or contract noncompliance including verbal notification, formal written cure letters, follow-up inspections, or terminations; OR 3) Performing on-site inspections of legal agreements and/or contracts to assure proper compliance with terms and conditions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience for the GS-11: One year of specialized experience which includes 2 out of 3 of the following:1) Negotiating disposals of real estate interests such as land or timber related to civil or military projects; OR 2) Coordinating the disposal of real property interests or removal of buildings in civil or military projects OR 3) Conducting investigations for real estate interest related to civil or military projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • Position may be filled as a Term Appointment NTE 13 months. Term appointments may be extended beyond of six (6) years, up to eight (8) years. With DoD approval, term appointments may be extended beyond eight (8) years.
