Duties

Help

  1. Coordinates Emergency and Disaster management activities as the USSOCOM SME.
  2. Develops and Maintains three USSOCOM plans related to the Command Continuity Program.
  3. Identify/develop budgetary needs for Command Emergency Program, Command Deployment Program, and HQ Support (Government Purchase Card, GPC).
  4. Headquarters Commandant staff lead/supervision for the Command Deployment program and the Command Vehicle Program.
  5. Operations Officer for the USSOCOM Crisis Action Team.
  6. Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmed view point to ensure overall information protection requirements meet mission requirements.

  • Must have and maintain a Special Sensitive/SCI clearance. Incumbent has recurring access to classified information.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a Testing Designated Position.
  • Work may require travel away from the normal duty station on military and commercial aircraft for TDY to perform inspections, attend meetings, conferences, workshops, seminars, orientation, and make staff visits.
  • Extended work hours may be required as workload demands.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge and ability to translate DoD and National-level Emergency Management and Readiness guidance into tailored programs for use at USSOCOM. Requires expert knowledge of the range of administrative laws, policies, regulations, and precedents applicable to this program. Expert knowledge in Red Cross, Pinellas Counter Emergency Management Office and Hillsborough County government Office rules, concepts, laws, on disaster preparedness and evacuation and other weather related to assist SOF Forces, government SOF civilian employees and SOF families for safety during contingency disaster. Knowledge of Homeland Security National Response Framework and Active Shooter - How to Respond to assist law enforcement on SOF enterprise.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge and experience in emergency management, readiness, deployment operations and ability to conduct training, assessment and evaluation.
  2. Knowledge of safety, security, practices, and procedures.
  3. Ability to plan, organize, and direct staff functions of an organization.
  4. Knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on the expenditures of funds.
  5. Ability to independently recognize and analyze problems, conduct research, summarize results, schedule and plan activities, and make appropriate recommendations with minimal or no supervisory input or technical oversight.
  6. Ability to maintain effective working relationships and work with a variety of persons and organizations that have diverse concerns, agendas, and values.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
