As an EMERGENCY MANAGEMENT SPECIALIST (GS-0089-11) you will develop, review, coordinate and execute the wing's Emergency Management (EM) program plan in support of DOD, Joint Service, Air Force, MAJCOM, ANG, Numbered Air Force, federal, state, and county plans in the area(s) of Prevention, Protection, Mitigation, Response, and Recovery. The position develops, manages and executes the wing EM programs, ensuring effective prevention, protection, mitigation, response, and recovery operations to allow continued mission capability at the wing level.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a 2 year trial period.
  • Participation in direct deposit is mandatory.
  • Must be able to obtain and maintain the appropriate security clearance of the position within one year of appointment.
  • Positions covered by this PD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program
  • Position is required to maintain classified documents; therefore, requires a security clearance.
  • Must have successfully completed, or be able to complete within six (6) months of appointment to position, the Air Force Emergency Management Course.
  • May be required to be certified on and wear emergency protective equipment IAW DOD guidance.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work outside normal duty hours

Qualifications

Military Grades: Enlisted

SPECIALIZED EXPERIENCE:
Must have at least 1 year equivalent to at least next lower grade level. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Developing, coordinating, obtaining approval, and publishing plans and procedures for implementation of wing policies and instructions relating to Emergency Management (EM). Develops, updates, and coordinates the Wing Emergency Management Plan (IEMP) 10-2.

Education

If you are using Education to qualify for this position, College academic courses or technical school education in business management, speech, English grammar, algebra, biology, physics, chemistry, and computer operations.

You must provide official transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Additional information

If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency (Register | Selective Service System : Selective Service System (sss.gov)).

Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC) or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position.

This position may be designated as a key position IAW AFI 36-507. Duties of this position may be locally determined to be essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. Key designation should be determined locally.
