This position is located in the Child Care Center, Immediate Office, Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The purpose of the House Child Care Center (HRCCC) is to provide full-day, year-round quality childcare for children of the Members of the House of Representatives, their staff, and House support personnel. This position serves as the Supervisory Floor Coordinator.
The Supervisory Floor Coordinator will play a vital administrative role in the successful operation of the NAEYC-accredited early childhood education program. This position will be responsible for ensuring business continuity through efficient schedule and documentation management of program direct care staff and supporting the assistant director and program director with operational needs. The Supervisory Floor Coordinator will support classrooms in operational tasks and ratio coverage support as needed, as well as manage daily coverage needs for an assigned program area.
The grade level at the time of appointment is determined by experience and the designated level of responsibility.
The position does have day-to-day supervisory/managerial responsibilities.
Primary Duties/Responsibilities:
Serves as a Supervisory Program Specialist responsible for a set number of direct reports.
Prepares work schedules to meet ratio and group size requirements and provides program oversight and accountability.
Works closely with the staff to provide leadership, model appropriate teacher/child interactions, maintain environments, and manage classrooms, including lesson plans/program plans and child assessments.
Supervises and evaluates employees' performance based on established performance standards.
Assists Assistant Directors and the Training Specialist in planning, coordinating, and implementing activities and special events that meet the physical, social, emotional, and cognitive needs of children enrolled at the HRCCC.
Observes staff and provides feedback to assist with identifying training needs.
Acts as supervisor on duty in the absence of the Director or Assistant Director for opening or closing shifts and during program meetings.
Participates in conferences with parents, program staff, and school representatives.
Assists with recruitment, selection, and onboarding of direct care staff as requested.
Monitors and analyzes staffing and attendance patterns to ensure proper staffing. Ensures enrolled children are appropriately supervised at all times.
Assists with tracking enrollment patterns to ensure maximum occupancy rates and notifies senior administrators of potential disenrollments of patrons.
Supports in tracking and placement of drop-in care families and provides teachers/classrooms with information as needed.
Helps the supervisor with budget planning by suggesting needed supplies and equipment. Keeps track of inventory, monitors shipments, and distributes materials as directed.
Prepares work orders for facility maintenance as necessary.
Provides input for information papers and briefings upon request on program operations.
Assists in monitoring food service program for assigned area, ensuring compliance with family-style dining and food sizes for individual age groups, and supports the management team in food quality control checks. May be required to perform health-related practices as reasonable accommodations for children with disabilities.
Associates Degree or higher in Early Childhood Education or related field
Preferred Education
Bachelors degree in ECE or closely related field
If the field is unrelated, must have 36 or more higher education credits in early childhood education, child development, elementary education, and/or special education
12-35 higher education credits in:
Child education
Child development
Elementary education
Childhood special education
Experience
Minimum of 5 years experience with at least 2 being in a lead teacher role
Experience in a NAEYC- accredited facility required
Proven ability to:
Lead and mentor staff
Manage classroom operations and schedules
Communicate effectively with parents and/or guardians
Handle conflict resolution and behavioral challenges
Knowledge, Skill, and Ability (KSA) and Competency Requirements:

Possesses skills in instructing and teaching others how to complete tasks.

Physical Requirements and Work Environment:
This position is in a school setting that is adequately heated, lighted, and ventilated. Normal safety precautions apply. The work involves light physical activity and may include moderate physical activity, such as moving furniture and equipment, lifting and moving children, pushing cribs/carts/strollers, and participating in planned physical exercises with children (e.g., jumping, dancing, running). The incumbent must be able to meet minimum physical requirements and work environment demands. Specifically:
• Ability to tend to multiple children within ratio constraints, maintaining constant sight and sound supervision.
• The ability to lift and transport children for diapering, comforting, feeding, or assisting in their mobility.
• Ability to engage with children on their level, including bending, kneeling, or sitting on the floor, or using alternative methods to ensure meaningful interaction.
• Ability to monitor children and ensure their safety inside and while outdoors in various weather conditions, including cold temperatures and direct sunlight.
• Ability to remain stationary and respond promptly to ensure child safety.
• Willingness to engage in ongoing professional development to stay informed about best practices in safety, health, sanitization, and allergy management to ensure the safety of all children and staff.
• Ability to acquire and maintain certifications, as well as perform the following activities within 30 days of hire date: Infant/Child/Adult CPR and First Aid Certification.
• Ability to successfully complete a physical exam and tuberculosis test (at the incumbent’s expense) prior to employment and annually thereafter (current documentation may not be older than 12 months).
• Ability to push cribs, strollers, or move children in emergency evacuation practices and situations.
Security Requirements:
• Must successfully complete a criminal history records check.
• Employee may be subject to drug testing in accordance with the CAO Drug Free Workplace Plan.
• Must successfully complete a Public Trust investigation with a Child Registry check.
Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable
security clearance) and a pre-employment drug-test (pre-identified position only)
