Summary

The primary purpose of this position, SUPERVISORY ATTORNEY-ADVISOR (CONTRACT) NH-0905-04, is to serve as the senior civilian attorney and a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory AFNWC Legal Office employees responsible for advising the AFNWC Commander, AFNWC staff, and other Kirtland AFB organizations on all acquisition law matters.

Duties

Help

  • Exercise supervisory personnel management responsibilities at least 25% of the time.
  • Represent the AFNWC Legal Office with a variety of installation and function area organizations.
  • Chief legal counsel for designated acquisition programs.
  • Examine legal issues raised by requests for formal and informal opinions.
  • Maintain current knowledge of changing statutory and regulatory guidance relating to acquisition and sustainment, general developments in technology that may improve the effective delivery of legal services, and developments in ethics, labor, civil, national security and military law which impact the organizations served by the AFNWC Legal Office.

  • Attorney appointments are subject to serve a one-year probationary period.
  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Incumbent is required to maintain continuing legal education (CLE) currency as establish by the incumbent's bar.
  • Incumbent must satisfactorily complete all mandatory supervisory training.
  • Mobility is a condition of employment. The employee must sign an Air Force-rwide mobility agreement.
  • Incumbent is required to complete Senior Development Education (SDE) Professional Military Education (PME) within 36 months of appointment unless a SDE PME certificate of completion is provided to the HQ AFMC/CA upon appointment.
  • This is a Centrally Managed position under the Legal Career Field.

Qualifications

GENERAL REQUIREMENTS:

  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
  • Qualifications Required at GS-14 or GS-15 Level. In addition, the attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of federal acquisition law and regulations (including but not limited to such areas as Systems Acquisition, Research & Development, Facilities, Fiscal, Taxation, Environmental, Anti-Trust, Patents, Copyright and Technical Data Rights).
2. Knowledge of laws and regulations impacting federal acquisition organizations and personnel (including but not limited to such areas as ethics, labor, civil, national security, technology transfer and military law).
3. Knowledge of safety and security regulations, practices, and procedures.
4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
5. Ability to lead, guide, and advise subordinates to enable them to perform effectively and to handle greater responsibility in the future.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
