The primary purpose of this position is to serve as an Intelligence Communications Joint Worldwide Intelligence Communications System (JWICS) Security System Administrator. Provide Operating System & Security support for Intelligence, Surveillance & Reconnaissance (ISR) theater missions. Responsible for managing software integration & system security operations between the USAF Europe & theater coalition.

DUTY 1: Serves as a senior IT software specialist, provides technical assistance and oversight in the area ofIT operating systems and security for WINDOWS, LINUX, SOLARIS, CISCO IOS, VMWare.

DUTY 2: Manages software integration and system security operations of approved USAFE, theater coalition& NATO partner nations.

DUTY 3: As a senior IT specialist, participates in management discussions, meetings, committees, or special projects.

DUTY 4: Reviews technical specifications, technical requirements, and various documents related to submission of requests to the contracting office.

  • Performance of duties includes lifting and moving computer-related and network equipment and systems. Incumbent must be able to lift up to 25 pounds.
  • Polygraph: Incumbent is required to undergo a counterintelligence-scope polygraph examination after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • Position is designated Special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GS-2210, Information Technology (IT) Management Series (Alternative A).

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

BASIC REQUIREMENTS:

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

EXPERIENCE REQUIRED: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: knowledge of a wide range of operating systems software principles and methods; life cycle management concepts; IT infrastructure, IT security, principles and methods; systems testing and evaluation principles and methods; and troubleshooting procedures to install, configure, test, and implement vendor supplied modifications to existing systems software; develop and evaluate test data to validate program modifications and migrate modifications into production systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of operating systems software principles, practices, and methods; life cycle management techniques; and IT infrastructure within an operating environment, new and emerging information technologies, and security methods and principles.
2. Knowledge of the functionality and operability of the current operating environment sufficient to determine requirements and integrate them with overall design and characteristics of operating systems hardware and software programs and to act as a quality assurance evaluator.
3. Knowledge of IT principles, practices, system analysis concepts and methods to install, configure, test, and implement modifications and to interface hardware and software programs with operating systems.
4. Knowledge of performance management and measurement methods to monitor systems performance data and make application systems tuning adjustments to optimize performance and correct and prevent problems.
5. Ability to analyze and develop modifications to parts of a system that require significant revisions in the logic or techniques used in the original development.
6. Ability to communicate effectively, both orally and in writing, to coordinate technical support of applications.

CONDITIONS OF EMPLOYMENT CONTINUED:

  1. Drug Testing: this position has been designated by the Air Force as a Testing Designated Position(TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short-notice drug testing.   2. Complete DoD 8570 requirements within 6 months of selection. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate [A certification within 6 months of assignment of these duties.
