Help

This position is in the EXIM Office of Congressional and Intergovernmental Affairs (OCIA) and oversees the Congressional Affairs Unit. This office ensures effective and responsive relations with Congressional offices, state and local elected officials, and their staff. The unit activities include monitoring, coordinating, and assisting in the management of EXIM's Congressional authorization, appropriations and other legislative matters directly affecting the agency, as well as supporting routine engagement to build awareness and address agency priorities.

Duties include, but are not limited to:

  • Manages the work of the office and supervises the Congressional Affairs Unit, including assigning, directing, and reviewing the work of the office and evaluating and managing employee performance.
  • Provides oversight and directs employees working at the GS-13 and GS-14 level through the Congressional Affairs Office. The position requires extensive coordination and integration of legislation and other Congressional work performed by Congressional staff to align with agency goals. As the Congressional Relations Officer, the incumbent is responsible for the Bank's authorizing legislation, other legislation affecting the Bank and the Bank's annual budget to the House and Senate Appropriations Committees and the Congressional Budget Office.
  • Serves as focal point of contact for all inquiries, requests for assistance and correspondence addressed to EXIM staff, the Chairman, the Chief of Staff, and the Board of Directors related to varied subject matters and proposed legislations. Ensures accurate, timely, and professional communication with Congress. Oversees and leads incoming and outgoing Congressional correspondence at all stages. Drafts, coordinates, and clears written and oral testimony of agency officials before Congress.
  • Advises and supports the Senior Vice President in reporting to the EXIM Chairman, Board of Directors, and senior agency officials on major Congressional activities. Works in collaboration across divisions to develop positions, advise on potential impacts, and advance the agency's interests.
  • Undertakes a wide variety of special assignments alongside the Senior Vice President for Congressional Affairs, with respect to legislation, Bank policy and operations, and subjects of interest to the Bank which may involve jurisdictions of other government agencies, including but not limited to analyzing statutes and their legislative histories.
  • Prepares drafts of Administration amendments, formal bill reports, legislative specifications, testimony, and other briefing material used by the Chairman and other internal and external senior officials.
  • Interprets the agency's policy positions, activities, and programs to members of Congress and their staff. Provides an in-depth analysis of problems and issues of interest to Congress and recommends appropriate action relating to EXIM's program, policies, and legislative concerns. Plays a key role in developing and implementing congressional affairs policies and programs.
  • Leads a wide variety of special assignments from the Senior Vice President for Congressional Affairs, with respect to legislation, Bank policy and operations, and subjects of interest to the Bank which may involve jurisdictions of other government agencies, including but not limited to analyzing statutes and their legislative histories.
  • Monitors and tracks congressional activities, developments, and views of appropriate governmental officials on major issues, proposals and problems that may affect the agency.
  • Communicates those actions with and works collaboratively with the SVP, developing strategies to promote positive outcomes for the agency.
  • Maintains close working relationships and a current list of key Congressional staff contacts on committees relevant to the Bank's interests including, but not limited to, the House Financial Services Committee, the Senate Banking Committee, the House & Senate Appropriations Committees, and House & Senate leadership staff.
  • Ensures the development of agency testimony and oversees the development of materials and briefings for agency officials in advance of meetings and Congressional hearings.
  • Works with colleagues to support events with Congressional offices, governors, state legislators, and mayors. Supports meetings with DC representatives of governors, state legislators, and mayors.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:

  • Experience providing expert briefings and strategic advice to Members of Congress, committee staff, and senior government officials on complex legislative and policy matters, including but not limited to banking, financial services, trade, foreign relations, and appropriations, and leveraging these interactions to advance agency objectives.
  • Experience directing, coordinating, and supervising teams with varied roles and areas of expertise, establishing performance expectations, evaluating outcomes, and ensuring alignment with organizational goals and legislative priorities.
  • Experience preparing senior officials and executives for high-stakes Congressional engagements, including briefings, testimony, and hearings, by developing clear messaging, anticipating stakeholder questions, and providing guidance on political and policy considerations.
  • Experience developing comprehensive legislative plans, establishing milestones and timetables, drafting and analyzing legislation, and producing official correspondence and policy documentation to advance agency priorities and influence legislative outcomes.
  • Experience engaging intergovernmental and non-governmental stakeholders to negotiate, build consensus, and develop legislative solutions to complex public policy issues, balancing competing interests while ensuring agency objectives are achieved.
