As a Supervisory Program Manager at the NH-0340-4 some of your typical work assignments may include:

  • Document all program details; assess, manage and eliminate risk related to program cost, schedule, risk and performance; and report across the Agency to senior SES and Flag/General Officers on the progress of the program. Respond to DoDOSD, GAO and Congressional requests for information on the progress and challenges of the program.
  • Manage programmatic activities to define the technical requirements, the acquisition documents IAW MDA processes and oversee the funding execution in the current year of execution and propose budgets to fund future years IAW MDA POM PPBES process.
  • Prepare, review, and document acquisition documents for internal and external communications to include Agency leadership, other government Agencies, and prime contractors.
  • Analyze financial and acquisition strategies and recommend courses of action to keep programs on or ahead of schedule including establishing a full set of receivers and givers with established delivery dates for integration, metrics for measuring periodic progress to those dates and clear definition regarding what is to be delivered.
  • Performs other duties as assigned.

  • This is an acquisition position coded Advanced in Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 36 months of entry into position. Incumbent must acquire 80 Continuous Learning Points every 24 months.

Qualifications

You may qualify at the NH -04 broadband level if you fulfill the following qualifications:

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service and must meet two of the four specialized experience listed below to be qualified:

  • Applying systems acquisition processes, policies, procedures, and practices necessary to develop and assess technical and economic feasibility, including cost, schedule and performance.
  • Managing Cost, Schedule, and Performance of a complex weapon system spanning design, development, test, deployment, and sustainment activities.
  • Communicating information to senior leaders orally, in writing, and with presentation material.
  • Leading teams, providing program support, and collaborating across programs, organizations, and functional integrated product teams including external stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

CRITICAL ACQUISITION POSITION (CAP). Selectee for this position will be required to sign a written agreement to remain, for a minimum of three years, in the federal service in this critical acquisition position.

ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) , position coded Advanced in Program Management. Certification prior to hiring is not essential but must be accomplished within 36 months after entry into this position.
