Duties

Help

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a Program Manager at the NH-0340-4 some of your typical work assignments may include:

  • You will be responsible for overall program management, direction and control of the acquisition, development, integration, testing, production, fielding, and life cycle support of assigned Missile Defense System (MDS) programs.
  • You will develop, plan, analyze, and execute projects across the full system life cycle.
  • You will plan and manage cost, schedule, and performance requirements for acquisition of end-items.
  • You will manage development of new or improved system capabilities.
  • You will exercise discretion and judgment in determining whether to broaden or narrow the scope of system projects/programs to deliver on schedule and within cost objectives at reasonable risk.
  • You will maintain professional relationships with all stakeholders to support the success of the system acquisition program.
  • You will accomplish other duties as assigned.

  • Employee must obtain/maintain Non-critical Sensitive/Secret security clearance.
  • This is an acquisition position coded Advanced in Program Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 48 months of entry into position. Incumbent must acquire 80 Continuous Learning Points every 24 months.
  • Pre-employment urinalysis testing and random testing required.

Qualifications

You may qualify at the NH-04, broadband level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below (Applicants are required to meet 3 of 5 statements in order to be qualified):

  • Experience applying a wide range of technical and business systems, processes, and practices used to manage weapon systems acquisition.
  • Experience reviewing, analyzing, and implementing higher level procurement policies.
  • Experience managing project/program requirements, objectives and metrics, and resolving conflicts among schedules, funding, and resources for assigned program.
  • Experience executing contract management, acquisition management, and financial management to support assigned weapons system program needs.
  • Experience advising management and colleagues on difficult problems by proposing options and alternatives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
