Duties

Help
  • You will assist managers and supervisors in establishing, maintaining and monitoring effective performance management programs to plan, monitor, develop, and rate employee performance.
  • You will prepare training and briefings on employee discipline, labor negotiations and performance management.
  • You will coordinate meetings and events as appropriate during the performance cycles.
  • You will provide advice and guidance on all employee relations and labor relation topics..
  • You will develop agreements between management and labor organizations, participates in alternative dispute resolutions (ADR) cases.
  • You will review other new/revised activity instructions to assure appropriate action is taken. e.g., bargaining over impact and implementation, or modifying the instructions to conform to the negotiated agreement.
  • You will assist in researching cases, participating in arbitration hearings, and responding to unfair labor practice (ULP) complaints, etc.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

For the GS-0201-09 position:

To qualify for the HUMAN RESOURCE SPECIALIST (LABOR AND EMPLOYEE RELATIONS), GS-0201-09, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience making informed judgments on labor problems and employee relation issues.
  • Experience applying basic negotiating techniques and methods of presentation for specific phases of the labor relations process.
  • Experience applying employee relations principles, practices, laws, and regulations as well as a wide range of analytical and evaluative techniques to identify, consider, and advise managers and employees about relatively uncomplicated labor-management proposals.
  • Experience preparing legal and case documents for difficult and controversial issues.
  • Experience utilizing Microsoft's suite of software (Microsoft Office, Word, PowerPoint, Excel, and Access) to work effectively within those systems to accomplish the work.

For the GS-0201-07 position:

To qualify for the HUMAN RESOURCE SPECIALIST (LABOR AND EMPLOYEE RELATIONS), GS-0201-07, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience utilizing Microsoft's suite of software (Microsoft Office, Word, PowerPoint, Excel, and Access) to work effectively within those systems to accomplish the work
  • Experience communicating effectively, both orally and in writing.
  • Experience gathering, analyzing, and presenting facts.
  • Experience applying employee relations principles, practices, laws and regulations.

For the GS-0201-09 position:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
