Summary

This position is located in the DHHS, Centers for Medicare & Medicaid Services, Center for Medicaid and CHIP Services, Children and Adults Health Programs Group (CAHPG).

As a Supervisory Health Insurance Specialist, GS-0107-15, you will provide executive direction for implementing all program areas within CAHPG with a focus on eligibility, enrollment, outreach, tribal affairs and quality of care for Medicaid, the Children's Health Insurance Program (CHIP), and the Basic Health Program (BHP).

  • Direct subordinate staff as a first line manager and provides administrative, policy, and programs objectives, assigns tasks and evaluates the work directed.
  • Manage the development of Medicaid, CHIP and BHP program policy within the scope of the Children and Adults Health Programs Group.
  • Lead projects to analyze key policy issues to support legislative, regulatory, policy and/or operational initiatives.
  • Develop operational options and presents issues to senior CMCS and CMS management.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Overseeing the development and implementation of policies and operational processes related to the administration of the Medicaid, CHIP or BHP program at the state or federal level; 2) Collaborating with state or national stakeholders to assess and to address technical needs to ensure successful Medicaid, CHIP or BHP program operations; 3) Planning, organizing, assessing work activities for subordinate employees, and managing related resources to support advancements needed to accomplish the organization's mission in regard to Medicaid, CHIP and BHP; 4) Producing or editing technical written documents for state and public audiences as well as other documents for senior management decision.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
