Summary

The GSA Office of Inspector General (OIG) is seeking internal candidates to fill a Contract Specialist position in our Office of Administration, Acquisitions and Operations Division (JPA). JPA is responsible for the execution of all contract activities for the OIG, fundamental and integral to the operation and success of the OIG mission.

We are currently filling one vacancy, that may be filled at an existing GSA OIG office in Washington, DC; Atlanta, GA; Fort Worth, TX; or Oakland, CA.

Your application will be considered if you are a current GSA Office of Inspector General (OIG) employee or a GSA OIG surplus or displaced employee in the local commuting area who qualifies for the Career Transition Assistance Program (CTAP). You must be a GSA OIG employee serving on a career or career-conditional appointment, or under a noncompetitive Special Appointing Authority which provides for conversion to a permanent position in the Competitive Service.

Duties

Help

  • As a warranted contracting officer, leads the full range of pre-award, award, and post-award functions including acquisition planning, requirements development, solicitation preparation, price/cost analysis, negotiation, evaluation, administration, termination, and contract closeout for the OIG.
  • Provides guidance and assistance in developing, negotiating and finalizing MOUs with other federal agencies and external organizations for support of OIG or jointly sponsored programs or projects.
  • Leads in the analysis and evaluation of OIG contracting activities. Leads the development of procedures and procurement oversight.
  • Leads in initiatives, meetings, and strategy sessions to analyze, review, and develop alternatives and solutions to procurement and contract management concerns.
  • Appoints CORs and ensures they are up to date with all certifications and learning credits to maintain COR status on active contracts.
  • Serves as Subject Matter Expert (SME) on acquisition tools and tracking methods used by the OIG.

Qualifications

The GS-14 salary range starts at $143,913 per year in Washington, DC; $133,007 per year in Atlanta, GA; $136,736 in Fort Worth, TX; or $157,236 per year in Oakland, CA.  

You must meet the requirements in 1, 2, or 3 below:

1. All of a, b, and c below:

(a) Completion of Training/Certification: FAC-C (Professional)  or DoD Contracting Professional Certification. 

(b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and
(c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position.  However, to be promoted you will have to meet Option 1 or 3.  

3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.

Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience in evaluating or implementing contracting programs; OR leading or supervising contracting professionals providing contracting services for the acquisition of a wide range of supplies and services (professional and non-professional); OR contracting experience that demonstrated the ability to perform the full range of highly complex pre-award and post award activities utilizing a variety of types of contracts and evidence of professional potential, business acumen, drive for results, relationship building, and self-motivation in order to procure supplies, services, or construction associated with an organization.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

CONDITION OF EMPLOYMENT:
The incumbent must maintain FAC-C (Professional) certification. This position serves as an operational contracting officer and must be warrantable. The incumbent must maintain a senior unlimited acquisition warrant. If you do not currently possess an unlimited warrant, you must be eligible for issuance of an unlimited warrant within the first 90 days on duty in the position.

  1. Mastery knowledge of the full range of contract types, laws, regulations, principles, and methods of contracting and selection factors to satisfy complex requirements and perform the full range of strategic, analytical, and technical procurement assignments.
  2. Skill in negotiating contracts, defining scopes of work and methods of procurement; managing contracts; and developing audits for acquisition programs.
  3. Ability to organize work; set and adjust priorities and respond to customer requests
  4. Able to resolve difficult interpersonal issues/conflicts effectively.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
