As the PROGRAM MANAGER (AIR COMMANDER PILOT NAVIGATOR), GS-0340-15, you will provide leadership and management of the flying/training unit(s), to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission. The incumbent is accountable to a wide variety of federal, state, and local authorities on all aspects of operations, personnel, equipment, funds, and real property. In addition, this position may have similar supervisory and/or support responsibilities for other flying and non-flying units which may be collocated or geographically separated.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.

This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Qualifications
Military Grades: Officer only
GENERAL EXPERIENCE: Experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Experience time requirements of 1 year equivalent to at least next lower grade level. Applicants specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. Experience in managing the function of the work performed. Experience which includes leading, directing, and assigning work of personnel. Experience serving as manager for an ANG Group/Wing, with leadership responsibility, direct line responsibility and full accountability for the flying unit. A degree of competence is required in a number of specialized subject-matter or functional areas, such as aircraft maintenance, financial/budget, personnel, air operations, information systems, facilities management, security, public affairs. etc.
