Summary

As a Business Operations Specialist, the incumbent is responsible for carrying out a variety of important assignments in connection with the administrative and financial management activities of the Project Management Office (PMO) for the Technology Modernization Fund (TMF).

Duties

Help

  • Provides comprehensive analysis, advice, and actively participates in special projects, management issues, and executes day-to-day operational functions to ensure continuity of operations. Develops budget, financial, and program data.
  • Develops, evaluates, and improves business processes, including hiring policies and procedures, budget formulation and execution, financial management, and correspondence concurrence.
  • Prepares budget decision-making analysis and documents for leadership approval, as part of the budget formulation process.
  • Conducts special projects and strategic analysis on a broad range of classified, confidential, sensitive projects or assignments, involving controversial issues of public interest and complex subject matter, to resolve unyielding problems.
  • Assists with generating GSA Orders and realignment orders which involve creation, analysis, review, and issuance tasks to ensure the directive is properly prepared and contains understandable and complete technical content.

The GS-14 salary range starts at $127,829.00 per year. Locality pay will be determined upon selection.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

 Specialized experience is defined as:

  • Providing strategic direction and analytical requirements for the planning and evaluation of budget operations.
  • Advising on financial management, strategic planning, communication strategies.
  • Implementing operating procedures, management controls, business processes, and administrative coordination.
  • Monitoring and evaluating internal, regional, enterprise-wide programs and initiatives.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Ability to analyze information, evaluate alternatives, assess potential impacts, and make decisions in support of organizational and program objectives.
  2. Ability to communicate with senior management and external stakeholders, and to coordinate work across cross functional teams to support program operations and initiatives.
  3. Knowledge of governmental budgeting, accounting, and financial management principles, policies, and practices to develop, analyze, and support budget formulation, execution and related policy or procedural actions.
  4. Ability to plan and carry out a variety of projects independently, applying established policies, procedures, and technical judgement to complete assignments and support program requirements. 
  5. Skill in collaborating across organizational boundaries to support program objectives, build working relationships and address complex issues.
