Duties

  • You will implement the SWFPAC Access Control Program and serve as the principal access controller responsible for direct input into the SWFPAC Automated Entry Control Systems (AECS).
  • You will manage the Limited Area Production and Storage Complex (LAPSC) AECS system and database to ensure that all applicable input made by supporting contractors and supporting documentation is accurate and up to date at all times
  • You will execute, document and manage access control security files, access profiles sheets, and Badge Record Cards to ensure records are kept in accordance with local directives, policies and procedures.
  • You will provide input, utilizing the chain of command, on requirements, process, and procedures pertaining to the SWFPAC access control systems in order to streamline the access control program.
  • You will process all official and unofficial visit requests for access to the SWFPAC AO and other assigned Areas of Responsibility (AOR) to allow entrance to command sponsored events.
  • You will conduct routine audits of the access control processes, procedure, and database under assigned cognizance to ensure strict compliance with applicable directives.
  • You will develop, implement and manage a comprehensive plan to ensure the adequacy, efficiency, and accuracy of job position designations, classification, access and need to know, identifying need for improvement and recommended actions.
  • You will coordinate and correspond with the Consolidated Adjudication Facility on matter pertaining to investigation management, clearance eligibility, and continuous evaluation.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to qualify for inclusion into the Personnel Reliability Program (PRP).
  • This position is part of the Department of Defense (DoD) Security Professional Educational Development (SPeD) certification program.
  • The selectee is required to obtain SFPC certification within two years of placement in the position and maintain the certification as long as they remain in the position.
  • This is a bargaining unit position.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying federal and agency security regulations to interpret, analyze, and implement security policies and procedures to ensure and approve authorized user access, and continuous compliance across various systems and user populations.

Education


Educational substitution for the GS-11:

Successful completion of a Ph.D. or equivalent doctoral degree

or

Successful completion of 3 full years of progressively higher level graduate education leading to such a degree

or

Possession of an LL.M., if related to the position being filled.

This position is part of the Navy Nuclear Deterrent Mission.
This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
