As a SEXUAL ASSAULT PREVENTION RESPONSE VICTIM ADVOCATE (SAPR VA) (TITLE 5), GS-0101-11, you will Serves as the Sexual Assault Prevention and Response (SAPR) Victim Advocate (VA) as the primary SAPR program victim assistance resource at the installation for all supported tenant commands in high concentration areas.

Major Duties - This is NOT an all-inclusive list:

  • Perform essential victim service, advocacy, and support duties; provide a non-clinical response that is trauma-informed, gender-responsive, culturally responsive, and recovery-oriented, and without prejudice to adult victims of sexual assault.
  • Demonstrate understanding of trauma related to sexual violence and related complexities.
  • Apply basic strategies for skilled communication, including developing rapport and actively listening, to provide initial victim advocacy services and crisis intervention support for adult victims of sexual assault and comply with mandated timeframes for responding to requests and completing required documents within those timeframes.
  • Conduct mandated initial risk screening; non-clinical safety assessment and planning; and coordinate medical, legal, and civilian and military law enforcement resources to address immediate risk, safety, and supportive service needs in accordance with applicable policy, prioritizing confidentiality and informed consent.
  • Coordinate which cases can be managed independently with the SARC, employing judgement and problem-solving skills to identify a victim's specific needs and service delivery.
  • Accept official reports of sexual assault by assisting the victim in completing the Defense Department (DD) Form 2910 and other official Department of Defense (DoD) forms as applicable, taking sensitive care of handling personally identifiable information when it is disclosed, as well as covered communications.
  • Ensure to communicate with the victim an understanding of the SAPR VA role in the reporting process, subsequent processes associated with their election to file a report in accordance with DoD and Service level policies and regulations and provide tailored referrals and resources as applicable.
  • Assist the victim in prioritizing actions and identifying short and long-term options to support needs and recovery.
  • Perform a series of complex assessments using trauma-informed approaches for all reports of adult sexual assault.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked.
  • Within 60 days of appointment, you must have a favorable completion of a Tier 3 background investigation, and you must maintain it as a SAPR Professional. As SAPR Professional, you are required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors and security office.
  • Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate. An active D-SAACP certification must be maintained for this position IAW Section 584 of Public Law 112-81 and DoD Instruction (DoDI) 6495.03 as a condition of employment. Failure to maintain certification may result in disciplinary and/or adverse action up to removal from federal service.
  • The on-call or rotational status requires that SAPR VA work hours could vary, to include a requirement to be available 24/7.
  • This position may require temporary duty (TDY) business travel up to 25% of the time. Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Preemployment drug testing and participation in random drug testing is a condition of employment.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.

  • PCS expenses may be authorized.

Qualifications

AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP).
  • The SECOND area of consideration will be Veterans' Preference (VP) eligible.
  • The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The FOURTH area of consideration will be all current Federal Employees.
  • The FIFTH area of consideration will be all Federal re-employment eligible.
  • The SIXTH area of consideration will be U.S. Citizens.
BASIC REQUIREMENTS: MUST possess one of the following to meet the basic requirements for the position: 1. Degree in behavioral or social science; or related disciplines appropriate to the position that include at least 24 semester hours of course work in behavioral or social sciences. 2. A combination of education and experience that has provided you with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. 3. At least four years of appropriate experience that demonstrates you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 1 year specialized experience equivalent the next lower grade level of GS-9; experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources; knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education
