The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WL-4700 General Maintenance and Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of MAINTENANCE MECHANIC LEADER without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of electrical, carpentry, plumbing, masonry and sheet metal work methods and techniques and skill in constructing, installing, repairing, and modifying structures and ability to produce finished products and precise fits, accurate dimensions, structural soundness, and acceptable appearance.
2. Knowledge of safety regulations, practices, and procedures and ability to apply safety and environmental standards and requirements.
3. Knowledge of advanced shop mathematics to plan, compute and lay out more complex projects
.4. Knowledge of regulations, procedures, and policies related to records maintenance and documentation.
5. Skill in setting-up, operating, and maintaining a variety of precision equipment and power and hand tools/equipment.
6. Ability to inspect and evaluate structural damage to sufficiently plan and accomplish repairs. Ability to read and interpret complex blueprints, diagrams, sketches, and technical specifications. Ability to communicate effectively, both orally and written. Ability to lead and implement sound personnel policies, practices, and procedures.

Physical Effort:
Work requires stopping, stretching, bending, kneeling, and working in tiring or uncomfortable positions and from ladders, scaffolds, or platforms for extended periods of time. Requires frequent lifting and carrying of tools, equipment, and parts weighing up to 20 pounds and, less often, up to 50 pounds. Occasionally, moves moderately heavy objects weighing more than 50 pounds with assistance or by using hoists, holders, pulleys, etc.

Working Conditions:
Work is performed inside and outside. Required to make repairs and installations in inclement weather; in work areas that are noisy, dirty, dusty, and greasy; on scaffolding or cranes at heights of 30 feet or more; and in close quarters such as manholes and attics. Occasionally exposed to the possibility of injury from falling, electrical shock, burns, and rotary devices such as motors. Frequently exposed to the possibility of cuts and bruises. Required to be properly fitted and wear all safety equipment for confined Space (Class A, B, and C) entry including a respirator and harness.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
