Your application will be considered if you are a current GSA OIG employee or a GSA OIG surplus or displaced employee in the local commuting area who qualifies for the Career Transition Assistance Program (CTAP). Duties

 The audit manager performs assignments, as directed, in furtherance of the OIG’s mission to prevent and detect fraud, waste, and abuse and ensure economy and efficiency of GSA programs and operations.

  1. The audit manager provides expert technical advice and guidance in the performance and completion of auditor.
  2. Resolves issues when they exist, recognizes superior performance when achieved, and identifies developmental and on-the-job training needs. Leads audit teams in identifying and assessing audit risks and developing actions to address the risks, as well as follow up on leads of fraud, waste, and abuse when identified.
  3. Coordinates, directs, and evaluates multiple audits and the progress of these projects, adjusting resources when necessary to ensure they meet established milestone dates.
  4. Ensures draft and final written audit products are clear, concise, technically correct, and effectively deliver the intended audit message, while conforming to all relevant policies.

Qualifications

The GS-14 salary range starts at $ 143,913 to 187,093 per year.  

ADDITIONAL REQUIREMENTS TO QUALIFY AT THE GS-14 LEVEL:
All candidates for Performance Auditor positions must meet one of the following basic qualification requirements:

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting. or
  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant’s background must also include one of the following:
    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours. OR

To qualify at the GS-14 level you must possess at least one of the following: One year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is work that demonstrates professional knowledge of the theories, concepts, and practices of performance auditing in accordance with the Generally Accepted Government Auditing Standards (GAGAS). Such experience must have included planning, organizing, and conducting complex audits of major agency programs; gathering and evaluating data, and presenting and justifying findings; making recommendations for improved efficiency and effectiveness of operations to top management officials; defining immediate and long range audit planning goals of the office; and reviewing work of lower-level Auditors.

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will conduct the structured interview and assign a score for each of the four required Knowledge, Skills, and Abilities (KSAs) listed below, based on your responses to the interview questions.

  1. Professional knowledge of, and ability to apply, the theories, concepts, and accepted practices of performance auditing.
  2. Knowledge of the missions, functions, policies, and goals of GSA nationwide, and the laws, regulations, and policies governing Agency programs.
  3. Ability to produce written audit documents and reports that are clear, concise, and technically correct and comply with all relevant standards and policies.
  4. Ability to communicate effectively through verbal, oral, or written means to establish and maintain relationships with OIG personnel, GSA personnel, and other stakeholders internal and external to the agency.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
