The primary purpose of this position is to QUALITY ASSURANCE SPECIALIST, NH-1910-02, To serve as a Quality Assurance Specialist (QAS), by executing an aggressive world-class quality assurance program that includes autonomous surveillance and evaluations of all products, core processes, and maintenance personnel.

Duties

Help

  1. Conduct in-depth and complete inspections, audits, and assessments throughout production and support functions in assigned group.
  2. Perform Management Inspection (MI), Ready for Delivery inspections (RFD), Request for Quality Assistance (RQA), Impoundment investigations, Acceptance Inspection Deficiency Reports (AIDRs), Product Quality Deficiency Reports (PQDRs), technical process reviews, investigations, process order reviews, Validation/Verification (VAL/VER), Operating Instruction reviews (OI), other like duties, Pre-Production Planning Team, Production Planning Team (as requested) and higher-level management directed evaluations, inspections and/or assessments;
  3. Adhere to all applicable safety and health requirements and directives while performing assigned duties within Complex.
  4. Routinely interface with all levels of the organization to help ensure that processes and procedures are in compliance with applicable guidance, directives, technical data, engineering drawings, standards, and specifications, etc.
  5. Attend all required meetings on quality issues to include staff Meetings, Wall Walks, tier and other applicable meetings.

  • PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books. No special physical demands are required to perform the work.
  • WORK ENVIRONMENT: The work is performed in a typical office setting, requiring the use of normal safety precautions necessary for an office environment. The work area is adequately lit, heated and ventilated.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the 1910, Quality Assurance Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement..

GENERAL EXPERIENCE: Applicants must have 3 years of general experience, 1 year of which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc). General experience is described as: experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include: - Reviewing production activities and capabilities in light of contract quality requirements. - Reviewing written quality or inspection procedures for adequacy and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans. - Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system. - Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance. - Identifying inadequacies and requesting corrective action. - Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods. - Investigating customer complaints and deficiency reports and providing identification of causes to appropriate authorities. - Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals. - Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections. Applicant must have a full 4-year course of study leading to a bachelor's degree. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
Applicant must have equivalent combinations of successfully completed qualifying education and experience to meet total experience requirements. General experience directly related to the work of the position and education in excess of a completed post high school education and experience directly related to the work of the position as outlined above that meets the requirements of the position may be used to qualify applicants for the NH-2 level. NOTE: You must submit a copy of your transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of quality assurance principles, regulations, practices and procedures.
2. Knowledge of assigned commodity.
3.Knowledge of test methods and ability to use test/inspection equipment (e.g. scales, micrometers, comparators).
4. Knowledge of inspection techniques and manufacturing process.
5. Knowledge of material control processes such as packing, cleaning, preservations, containers, environmental controls, marking and labeling.
6. Ability to apply sampling methods.
7. Ability to read, interpret, and apply specifications and drawings.
8. Skill and ability to gather, assemble, analyze and present quality assurance facts and information, draws conclusions, and devises solutions to problems.
9. Ability to communicate effectively, orally and in writing.
10. Skill and ability to apply lean, safety, security, health principles, practices, procedures to understand and apply internal management procedures.

Additional information

Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.

This is an acquisition demonstration project position NH-02 equivalent to a GS-05 to GS-11.
