Duties

Help

The primary purpose of this position is: To provide airpower advocacy and expertise in developing, executing, and assessing Operational Plans and Functional Campaign Plans in support of steady state, contingency, and major combat operations.

DUTIES:

  • Applies Joint military Countering Weapons of Mass Destruction (CWMD)/Chemical, Biological, Radiological, and Nuclear (CBRN) plans and operations expertise, reviews and comments on planning guidance, Operational Plans (OPLAN), Contingency Plans (CONPLAN), and Campaign Plans from the Air component CWMD/CBRN perspective; ensures adversary CWMD/CBRN capabilities, threat, and intent are accurately reflected and considered.
  • Represents the USAF or AF/A10 with a variety of Federal/USG, OSD, Joint, Combatant Commands (CCMD), Service, Headquarters, and functional area organizations.
  • Leads, coordinates and/or participates in HAF responses to CWMD and CBRN assessments (and related aspects of broader), inspections, surveys, readiness reviews, data calls, audits, and requests for information from Congress, the U.S. Government Accountability Office, DoD and Air Force audit agencies and inspectors general, senior leaders, and other entities as appropriate.
  • Develops and communicates Air Force-wide guidance to the DAF, HAF, MAJCOMs and subordinate units on development and implementation of plans, operations, doctrine, policy, guidance, programs, operational research, analysis, and testing relating to Joint Air capabilities, limitations, and operational tasks within the AF CWMD spectrum and ensures all Operational Plans and Functional Campaign Plans address air operations and CWMD.

  • Position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed.
  • This is a drug testing designated position. The incumbent is subject to random drug testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Management and Program Analysis Series. 0343

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of agency Countering Weapons of Mass Destruction (CWMD) doctrine, policy, operational concepts, and related systems; knowledge of the National, Joint, and agency CWMD strategy, policy goals, objectives, and programs; comprehensive knowledge of the agency Counter-Chemical Warfare Concept of Operations (CONOPS), Counter-Biological Warfare CONOPS, Counter-Nuclear Warfare and Radiological CONOPS, operational standards, and tactics, techniques, procedures (TTPs); knowledge of planning for conducting air operations in a contested environment and concepts for employment of air operations that resolve or mitigate deficiencies/risk based on the threat environment; comprehensive knowledge and experience with the agency CWMD governance structure and major stakeholders (i.e., CBRN Modernization Working Group; CWMD Policy Working Group; and CWMD Council).

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Comprehensive knowledge of AF CWMD doctrine, policy, operational concepts, and related systems. Knowledge of the National, Joint, and AF CWMD strategy, policy goals, objectives, and programs.
  • Comprehensive knowledge of the USAF's Counter-Chemical Warfare Concept of Operations (CONOPS), Counter- Biological Warfare CONOPS, Counter-Nuclear Warfare and Radiological CONOPS, operational standards, and tactics, techniques, procedures (TTPs). Knowledge of planning for conducting air operations in a contested environment and concepts for employment of air operations that resolve or mitigate deficiencies/risk based on the threat environment.
  • Comprehensive knowledge and experience with the AF CWMD governance structure and major stakeholders (i.e., CBRN Modernization Working Group; CWMD Policy Working Group; and CWMD Council).
  • Demonstrated ability to interpret technical CBRN information in terms of operational effects. Ability to analyze, trace, and synthesize complex CBRN technical and operational issues through a hierarchy of published policy, instructions, manuals, and other guidance.
  • Skill in preparing staff packages and briefings, conveying ideas, and formulating strategy that accommodates multiple and often divergent views. Ability to plan and conduct executive level meetings among Services, Joint Staff, CCMDs, OSD and Other Government Agencies (OGAs).
  • Ability to communicate effectively, both orally and in writing critical to articulate and advocate AF positions and condense extremely complex issues into layman's terms without altering basic content
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
