Duties

Help

  • As a member of the executive leadership team, the incumbent leads the development of the Chief Information Officer Organization’s (CIOO) Information Resource Management (IRM) strategic plan in collaboration and coordination with other subcomponents within the CIOO and FDIC mission organizations.
  • Establishes and maintains cooperative relationships with the Board of Directors, FDIC senior executives, staff of other FDIC Divisions and Offices, officials of other agencies including the Office of the Comptroller of the Currency (OCC), the Federal Reserve, Congress, representatives of financial institutions, private industry and counterparts at other agencies.
  • Provides executive management and oversight to facilitate the effective development, justification, and administration of the Corporation's Information Technology (IT) budget and cost management structure, working with the Deputy CIO, Technology/Chief Technology Officer (CTO), the Chief Information Security Officer (CISO) and other CIOO senior executives to ensure that it supports CIOO's strategic plan, technology vision, target architecture, and IT modernization efforts.
  • Provides executive oversight and oversees CIOO's internal control and audit coordination programs to ensure internal controls are effective in achieving the desired outcomes in the CIOO’s operating environment and that the appropriate corrective actions are taken in response to audit findings so that auditor recommendations can be closed in a timely manner.
  • Provides oversight and guidance in contracting and sourcing management for the CIOO, ensuring that the appropriate analysis of requirements against alternatives supports quality government estimates of contractor costs over specific time horizons.
  • Prepares and presents briefings to senior leadership on complex and controversial issues. Represents the CIOO in meetings with senior staff of FDIC Divisions and Offices, officials of other Federal agencies, and private industry.
  • Oversees the development and implementation of CIOO IT policy and directives in collaboration with the CIOO’s executive team and FDIC Divisions and Offices.
  • Oversees the procurement of IT assets for the Corporation, ensuring that hardware and software assets are purchased in accordance with the FDIC’s target architecture and technology vision.
  • Ensures the development of a Human Capital Strategy centered on maturing the CIOO’s workforce competencies, strategic recruiting/hiring, and training to proactively address skill gaps to advance the use of new technologies and delivery models designed to promote innovation, business agility, and accelerate the delivery of new capabilities. Engages with CIOO’s front-line staff to collaborate on new ideas and bring them forward for consideration by senior leadership.
  • Exercises supervisory personnel management authority directly or indirectly through subordinate senior managers, to include planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and evaluating work performance and providing feedback. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc. Ensures that programs are administered effectively and in accordance with broadly stated objectives and priorities.

Employee may be relocated to any duty location to meet management needs.

Qualifications

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through progressively responsible management or executive-level assignments.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Leadership experiences identified must have been performed in an official supervisory role.

Leadership Experience 1: Experience in overseeing and coordinating the work of organizational units directly and indirectly through subordinate supervisors, including assigning work; directing changes to programs and priorities; and evaluating performance against goals; AND

Leadership Experience 2: Experience in managing employee performance and growth directly and indirectly through subordinate supervisors, including evaluating employee readiness for successive roles; recognizing accomplishments, providing feedback and development opportunities, and addressing performance/conduct issues; AND

Leadership Experience 3: Experience in overseeing implementation of and improvements to recruiting, hiring, training, utilization, and succession readiness of staff; AND

Technical Experience 1: Experience in providing guidance and counsel on IT to executive level management of a large, complex organization, aligning IT program management activities with mission priorities, and leading an IT workforce to deliver on those mission priorities; AND

Technical Experience 2: Experience in establishing and implementing policy, risk management practices and internal controls to improve the efficiency and effectiveness of mission execution at the enterprise level; AND

Technical Experience 3: Experience in managing large IT budgets, including experience with acquisition strategy, finance, and aligning IT investment decision-making with agency budget formulation and execution.
