This position is located at the Clement J. Zablocki VA Medical Center, Milwaukee, Wisconsin, in Environmental Management Service (EMS). The Assistant Program Manager, Environmental Management Service (EMS), serves as a full assistant to the Program Manager/Housekeeping Officer in planning, managing, and conducting an effective hospital housekeeping program, substantially sharing all technical and managerial responsibilities. Working in conjunction with the Program Manager/Housekeeping Officer on direction of the EMS Program, the Assistant is authorized to commit the Program in any area that falls within the purview of the functional and organizational responsibility of the EMS Program.

Major Duties:

  • Determines Long-Range, intermediate and short-range program goals and policies independently and/or jointly with top management
  • Develops and implements organizational structures and operating plans and procedures to achieve program goals and determines needs for resources and their appropriate allocation and effectiveness of use.
  • Responsible for the Planning, Organization, Staffing, Controlling, Evaluation and Directing the functions of the Total EMS operations at the Medical Center.
  • Textile Care Program: leadership responsibility for the textile operations that provide clean laundry and linen services
  • Interior Design Program: Development and direction of interior design activities to assure such factors as Function of area and environment desired; comfort of beneficiaries, visitors and employees; durability of materials utilized and their ease of maintenance and economy
  • Responsible for the development and maintenance of standards for cleanliness and sanitation, frequency of cleaning, methods, procedures, necessary supplies and safety precautions
  • Pest Control: understanding the development, implementation of an integrated pest management plan and providing guidance and support in carrying out the plan
  • Inventory management- Understands how to establish and maintain adequate par levels for sanitation supplies and textiles
  • Contracted Services: Responsible for developing specifications and providing management oversight of the work performance
  • Coordinates program efforts with internal activities, other hospital leadership and central office
  • Interprets local and agency policies and communicates content with local personnel

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-11 GRADE REQUIREMENTS
Specialized Experience: Specialized Experience: Must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Experience in two or more of the following areas, or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment; Experience in laundry and linen management; Experience in interior design management; Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition; Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals.

Education: Must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a Major Study -- Public Health or Business Administration with emphasis in Hospital Administration.

Physical Requirements: The work is primarily sedentary, although there may be standing, walking, climbing, bending, kneeling, stooping or pushing/pulling involved in activities such as investigating problems, or indoor/outdoor site visits. Moderate lifting or carrying may be required infrequently (15 to 44 pounds). There is regular and recurring exposure to moderate discomforts and unpleasantness such as high noise levels, dust, high or low temperatures, or adverse weather conditions.
