Help

The Health Technician (Telehealth Clinical) Advanced - provides high-level support and management of telehealth operations at clinical care sites, potentially requiring travel. Responsibilities include delivering telehealth competency-based training, supporting clinical telehealth encounters, and managing real-time telehealth events. The incumbent coordinates, installs, maintains telehealth technologies, and evaluates telehealth operations for performance improvement. They also provide technical support, schedule telehealth appointments, and handle various program support duties. Acting independently, the position involves preparing medical equipment, serving as a tele-presenter, managing clinical data for telehealth applications, and ensuring patient privacy and equipment maintenance. Additionally, the Health Technician participates in performance improvement activities, provides patient education, and addresses technical and administrative issues related to telehealth services, requiring minimal supervision and occasionally guiding less experienced staff and other duties as assigned.

Major duties include, but are not limited to the following:

  • Deliver established telehealth competency based training for Clinicians and telehealth staff members.
  • Support Clinical telehealth encounters for both the patient and provider locations by serving as the tele-presenter within scope of practice and functioning as an imager.
  • Support clinical data for telehealth store and forward applications.
  • Manage real time clinical telehealth events, providing established patient education and providing technical and administrative support of telehealth operations.
  • Schedule simple and complex intra-facility and inter-facility telehealth appointments.
  • Install, configure, maintain and troubleshoot technology and perform a variety of program support duties as assigned.
  • Travel to cross cover Community Based Outpatient Clinics within the health care system's catchment area.
  • Other duties as assigned.

Work Schedule: Full Time, Monday - Friday, 7:30am to 4:40pm

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Must be proficient in spoken and written English.
  • Education and/or Experience:
    • Experience. One year of experience in a health care field that demonstrates the applicant's ability to perform the work or provides an understanding of the work such as but not limited to a medical or clinical assistant (or technician) or health technician.
OR
  • Education. . Four academic years above high school leading to a bachelor's degree with courses related to the occupation.
OR
  • Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Examples are listed below:
    • (a) Six months of experience in the health care field and two years of education above high school that included at least six semester hours in health care related courses such as, biological science, surgical technician courses, nursing assistant or other courses related to the position; or an associate's degree in a health care related field; or
    • (b) Six months of experience in the health care field and successful completion of a course for health care technicians, hospital corpsmen, or medical service specialists given by the U.S. Armed Forces
Grade Determinations:
For the GS-07 Health Technician (Telehealth Clinical), applicants must at least have 1 year of experience Equivalent to the next lower grade level (GS-06) as a Health Technician (Telehealth Clinical).

In addition to the experience above, the candidate must demonstrate all of the following KSAs:
(a) Ability to use independent technical judgment to analyze, evaluate and resolve problems.
(b) Knowledge of quality control and assurance procedures and principles of performance improvement.
(c) Ability to function effectively between competing priorities.
(d) Knowledge of proper maintenance and troubleshooting of telehealth equipment.
(e) Ability to work with a team to provide technical guidance, plan, organize and coordinate activities of a health technician in order to effectively complete job duties of assignment such as distributing workload, monitoring the status and progress of work, monitoring accuracy of work.
(f) Ability to assist in Health Technician (Telehealth Clinical) development, outcome management and strategic planning.
(g) Ability to perform successful knowledge transfer regarding the use of telehealth technologies.

Physical Requirements: the work requires some physical exertion such as prolong periods of standing, bending, reaching, crouching, stooping, stretching and lifting moderately heavy items such as manuals, record boxes, equipment or assisting patients. The incumbent may be required to travel between VA and/or Non VA Clinical care sites and posses a valid drivers license may be required.


Preferred Experience:
  • HIPAA Knowledge and the understanding of HIPAA regulations for patient privacy.
  • Understanding of medical terminology:
  • Basic understanding of medical terms and procedures.
  • Experience in patient-facing roles with strong communication skills.
  • Familiarity with electronical health records; including data entry, record management, and ensuring accurate and secure documentation of patient information.
  • Experience with Clinical Support.
  • Experience assisting healthcare providers in a clinical setting.
  • Proficiency in basic computer and medical devices
  • Experience using and troubleshooting basic computer systems, including operating systems (Windows), productivity software (like Microsoft Office or Google Workspace), and electronic communication tools.
  • Familiarity with operating and maintaining basic medical devices, such as digital blood pressure monitors, pulse oximeters, and telehealth-related equipment.
  • Flexibility and adaptability to new technologies and workflows.
  • Teamwork and collaborative experience with healthcare and IT staff.
  • Administrative Skills and experience with scheduling and managing patient records
