As a PROGRAM MANAGER (MISSION SUPPORT OFFICER) (TITLE 32), GS-0340-14, you will serve as the host base Mission Support Group Commander, with a working knowledge of, and responsibility for directing all infrastructure operations of an aviation base.

Major Duties - This is NOT an all-inclusive list:

  • Provide group level direction and management for work characterized as infrastructure support for organizations and tenants of the host ANG base.
  • Direct work to be accomplished by an organization consisting of 8 - 12 full-time direct-report subordinate supervisors and 100-150 base support employees in technician grades up to GS-13, Active Guard/Reserve (AGR) military grades up to Lt Colonel, and various state program and contract employees engaged in supervisory, professional, technical and administrative work.
  • Direct and supervise, through subordinate supervisors, staff and production functions affecting base operating support through a wide variety of high cost, sophisticated communications and computer systems, personnel data systems, real property assets, and associated equipment that comprise a significant share of base fiscal resources.
  • Set priorities and prepare schedules for completion of work. Plans, develops and publishes mission support policies and procedures within the established controls of higher command echelons.
  • Assign work to subordinate units based on priorities, work requirements and responsibility assignments, and the capabilities of employees.
  • Collaborate with leaders of other units to negotiate, determine, decide on, and/or coordinate work affecting other units not personally supervised.
  • Implement the host Mission Support Group portion of the Designed Operational Capability (DOC) statement of the unit and/or the Emergency War Orders (EWO).
  • Represent the wing at scheduled national-level planning conferences to commit wing personnel and materiel resources to sustain AEF/ECS tasking.
  • Manage and direct all wing activation, mobilization, deployment, and demobilization activities and functions.
  • Represent and speak for the Wing Commander in the designated jurisdictional area with representatives of the National Guard Bureau, the Adjutant General, USP&FO, MAJCOMs, other military components, tenant units and organizations, state/local governments, local media, business and other public/private groups or organizations having an interest in the programs of the wing/base.
  • Assess the status impact on organizational programs and resource management.
  • Oversee the management and direction of the host Mission Support and Military Personnel Flights.

  • This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), the only area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.

Military Grades: Minimum Rank O5 - Maximum Rank O6

GENERAL EXPERIENCE: MUST possess experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; experience using computer and automation systems.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

SPECIALIZED EXPERIENCE: GS-14 Level MUST possess at least 1 year equivalent to at least next lower grade level of GS-13; specialized experience analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; must have knowledge of the organization and its mission and utilized the organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.

SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess supervisory experience which includes experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
