Duties

Help

As an HR ASST (Title 32), GS-0203-07, you will perform the below duties:

  1. Performs classification reviews by gathering information through position reviews and organization charts. Answers general questions from supervisors and employees regarding procedures for classification change actions. Processes incoming Requests for Personnel Actions (RPAs). Screens requests, documents, and reports for completeness and accuracy. Inputs data into the Automated Personnel System. Researches, validates, and provides information on position descriptions. Obtains records and statistical data to use for reports. Compiles and tracks program indicators. Maintains position review records, applicable source documents, organization charts, and position descriptions. Monitors and ensures timely implementation of classification releases.
  2. Assists higher graded specialist in providing advice and guidance to supervisors, managers, and employees on a variety of employee relations matters. Assists in fact-finding investigations, researching pertinent guidance to assist in problem resolution and drafting responses to inquiries regarding requirements of proposed actions. Assists higher graded specialist in providing advice on the need for compliance with laws/regulations addressing personnel administration issues such as leave administration, hours of work, pay, etc. Composes and prepares routine correspondence. Assists higher graded specialist in providing information on administrative grievance procedures/appeal procedures to employees. Advises on non-controversial issues, such as regulatory and procedural authorities relating to performance and performance-ratings, disciplinary problems, employee dissatisfaction, indebtedness, work habits, unexcused absences, and provides guidance on alternatives and possible solutions.
  3. Assists in planning and developing courses based on the needs of the organization and workforce. Identifies various opportunities for training and advises employees and supervisors on availability. Determines the appropriateness and effect of the proposed training, career development, or career enhancement, recommending substitutions as needed. Surveys the organization to assess training needs and assists in the development of the annual training plan. Processes a variety of documents to ensure adequate administration of the training program. Reviews and summarizes course critiques and recommends action based on comments. Tracks training budget information and projects short range training costs.
  4. Maintains system management documentation and correspondence, regulations, directives, and guidance. Ensures that records are properly filed for audit purposes. Maintains the User Manual library. Runs standardized queries and reports from various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services. Reviews report data to identify potential quality assurance problems forwarding the most complex to the higher graded specialist. Schedules and initiates data calls and queries ensuring required reports are completed as scheduled. Monitors system rejects such as pay adjustments, education, acquisition codes, or social security numbers, etc. Refers discrepancies to HR area responsible for correction or initiates personnel actions to accomplish corrections and cancellations.
  5. Participates in the execution of the merit placement/promotion program. Advises and provides procedural and technical guidance to managers, supervisors, and applicants on recruitment and placement, qualification requirements, merit promotion procedures, transfers, eligibility determinations, methods of recruitment, and initial employment. Reviews and verifies information on requests for vacancies to determine the nature of the staffing action required and to ensure correctness. Prepares and distributes vacancy announcements. Analyzes and evaluates individuals' applications to determine basic eligibility. Evaluates relative quality and value of experience, training, education, and performance in relation to requirements of positions for lower level/less complex positions. May assist in the development of specialized qualification requirements, knowledge, skills, and abilities statements. Assists the specialist in the recruitment and evaluation of applicants on the basis of need for candidates in special categories (i.e., key staff, Schedule A, etc.). May assist in restructuring of positions for fill at lower grades determining selective placement factors, ranking factors, crediting factors, and the degree to which each factor is met. Prepares and maintains records and reports and performs post audits and maintenance of merit promotion files.
  6. Performs other duties as assigned.

- All qualified Male/Female Enlisted Personnel (E1/PV1 - E8/MSG) currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Personnel (E1/PV1 - E8/MSG) regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.

Military Grades: Enlisted Member (E1/PV1 - E8/MSG)

GENERAL EXPERIENCE: Applicant must have experience and/or knowledge providing limited technical assistance to Human Resources Specialists.

SPECIALIZED EXPERIENCE: Applicant must have at least 12 months of specialized experience, equivalent to at least the GS-06 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. This experience must include activities such as:

  1. Experience performing classification reviews by gathering information through position reviews and organization charts..
  2. Experience screening requests, documents, and reports for completeness and accuracy.
  3. Experience ensuring that records are properly filed.
  4. Experience advising and providing procedural and technical guidance to managers, supervisors, and applicants.

Education
