The United States Space Force (USSF) Headquarters (HQ) at The Pentagon is searching for a Civilian Development Program Manager (NH-0201-03, GS 12/13 equivalent).

Description:
As the Program Manager, you will shape the future of the United States Space Force as our next Civilian Development Leader!

Are you a visionary leader passionate about shaping a world-class workforce? The USSF is seeking a dynamic and strategic individual to be a major player in developing our exceptional civilian talent. This is a critical role where you will be instrumental in designing and directing the policies and programs that empower our civilian Guardians to meet the challenges of today and tomorrow.

The ideal candidate is an action officer on the Space Force Headquarters staff that interacts and engages with all levels of leadership throughout the Space Force, Air Force and Department of War. Thrives in an environment of close collaboration with peers. Excited about research, technology, innovation and change. Excellent collaboration and teambuilding skills. Skills in planning and organizing work to effectively track assignments. Experience that demonstrates the ability to provide clear and concise written and verbal communications. Ability to work closely with senior management in making decisions or major changes in program development and/or management. Knowledge in reviewing and analyzing data to evaluate effectiveness of programs and provide recommendations to senior leaders.

Key Skills and Abilities:
1. Expert knowledge of a wide range of Human Capital laws, executive orders, regulations, policies, directives, instructions and concepts governing functions such as talent management, education, training, professional development, or other programs related to personnel management within the federal government.
2. Master of advanced personnel principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various disciplines as well as seasoned consultative skill sufficient to resolve complex problems.
3. Knowledgeable of organizational structures and functions across the agency to identify, consider, and present options for the resolution of substantive organizational and program issues involving areas such as resources management and other special programs to bring policies and operations in line with higher level vision, goals, and objectives.
4. Skill in conducting reviews and analyzing and assessing program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
5. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.

  • Must be able to obtain and maintain a Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Subject to Temporary Duty Assignment (TDY).
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
