Duties

Help

  • Functions as the command's technical authority for planning, executing, and managing the distribution, and support of all aircraft engines.
  • Serves as the command point of contact for technical analysis and corrective actions required in reporting discrepancies in the Comprehensive Engine Management System (CEMS) D042 system for subordinate units.
  • Analyzes, negotiates and establishes spare engine stock level objectivesutilizing knowledge of peacetime and wartime flying programs, war time tasks, deployment scenarios, war time maintenance concept, engine break rates, actuarial factors and automatic build up re-supply time standards for peace, war surge and war sustained environments.
  • Monitors Queen Bee maintenance support provided by or for other commands.
  • Monitors training programs for ACC unit engine managers. Determines effectiveness, adequacy, and general results.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Inventory and Management Series 2010


SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of inventory management, supply program relationships, and principles, procedures and techniques applicable to aircraft engine management to serve as HQ ACC Command Engine Manager. Knowledge of the Comprehensive Engine Management System (CEMS) and Core Automated Maintenance System (CAMS) in order to perform technical analysis of command engine requirements. Knowledge of and skill in analyzing data, identifying problems, and developing solutions or recommended courses of action. Knowledge of budgetary policies and procedures as they apply to the engine overhaul budget and programmed depot maintenance programs to include Air Force directed two-level maintenance concepts in order to manage and balance overhaul budget. Knowledge of engine program requirements for ACC and procedures for computing and forecasting estimates and requirements for budget purposes and funds control of assigned programs. Knowledge of USAF propulsion unit operations including depot engine overhaul program in order to forecast engine out-year overhaul requirements. Knowledge of Propulsion Requirement System (PRS) in order to compute spare engine requirements.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.Knowledge of inventory management principles, procedures and techniques applicable to aircraft engine management to serve as senior
Air Combat Command (ACC) and Lead Command Engine Manager.
2. Knowledge of budgetary policies and procedures as they apply to the engine overhaul budget and programmed depot maintenance programs to include Air Force directed two-level maintenance concepts.
3. Knowledge of engine program requirements for ACC and procedures for computing and forecasting estimates and requirements for budget purposes and funds control of assigned programs. Knowledge of USAF propulsion unit operations including depot engine overhaul program. Knowledge of Propulsion Requirement System (PRS) used to compute spare engine requirements
4. Knowledge of Comprehensive Engine Management System (CEMS) Knowledge of Core Automated Maintenance System (CAMS). Knowledge of and skill in Total Quality principles, practices, methods, and procedures.
5. Skill in providing engine management advice in terms of oral and written briefings, reports and recommendations to senior leadership.
6. Ability to plan, organize and reprioritize work to meet changing deadlines. Ability to analyze data, identify problems and develop timely solutions or recommendations.


PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
