  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 Program Manager within 6 months of appointment.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain/maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • The position may require overtime on an emergency basis.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: overseeing the implementation of programming specifications by monitoring program design, coding and debugging performed by contractors.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: determining customer requirements and assisting customers by recognizing and analyzing trends by providing instruction and orientation.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing the types, frequency and solutions necessary to correct problems and improve help desk operational procedures.

For GS-14: In addition to my experience demonstrating the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

  • Experience managing the IT Program Resource Process, development of annual budget and Warfare Improvement Program (WIP)/Program Objective Memorandum (POM) inputs.
  • Experience advising the C4 Directorate on IT budget, portfolio management, governance, policy, strategic planning and human capital.
  • Experience implementing business planning processes within the C4 Directorate.
  • Experience implementing and managing C4 Human Capital Planning and Cyber Workforce (CWF) program through oversight of overall planning, direction and timely execution of MSC IT operations.
  • Experience supervising and directing subordinate personnel through establishment of goals and objectives. Reviews and approves final work products.
  • Experience conducting internal program reviews to ensure the planned personnel, material, equipment, training and services are executed within the budget and are aligned with approved plans.
  • Experience with IT program management, investment management, project management, knowledge management, systems analysis, communication skills and capital planning and investment. Leads the application of Knowledge Management principles and practices in these areas.
