The United States Space Force (USSF) Space Systems Command (SSC) at Peterson, Colorado Springs, Colorado is searching for a Manpower and Organization Analyst for S1M (NH-0343-03, GS-12/13 Equivalent).

Description:
The United States Space Force, HQs Combat Forces Command in Colorado Springs, CO is searching for a well qualified candidate to fill a Command Manpower and Organization Analyst, NH-0343-3 (GS-12/13 Equivalent) position in the S1M Manpower Division. Ideal Candidate:
The ideal candidate should have a strong background in Manpower and Organization Analysis. Candidate should be able to develop, integrate, and implement solutions to diverse, highly complex problems across multiple areas and disciplines. Candidate should devise innovative approaches to resolve unusual/difficult manpower and resource issues. Candidate should possess ability to promote and maintain an environment of cooperation and teamwork.


Key Skills and Abilities:
1. Knowledge of Department of Defense (DoD), Joint Service,Air Force and Space Force management engineering, organization and Continuous Process Improvement principles, concepts, and methodologies.
2. Knowledge of process improvement techniques such as benchmarking, metric/statistical analysis and process flow charting.
3. Skill in applying analytical and evaluative methods and techniques used to resolve complex problems of a broad range of functional areas.
4. Ability to communicate effectively both orally and in writing; skill in conducting interviews with employees, supervisors, and management officials at FIELDCOM, HQ USAF and HQ SF to obtain information about organizational missions, functions and work procedures.
5. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy and diplomacy, and moving them towards an ownership of their objective without imposing personal bias.
6. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.
7. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations
8. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions.
9. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
10. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
11. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations

  • Must be a U.S Citizen.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS is authorized. Incentive is not authorized.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Subject to Temporary Duty Assignment (TDY): 15 days a year.
