Help

As a Information Technology Specialist (PLCYPLN) you will be responsible for the following duties:

  • Develop and execute the strategic roadmap for the Atlassian platform (JIRA, Confluence, etc.), establishing and enforcing governance policies to ensure alignment with enterprise goals.
  • Serve as the primary liaison between business stakeholders and technical teams, translating complex business requirements into scalable, effective solutions within the JIRA ecosystem.
  • Oversee all aspects of platform administration, including the architectural design of complex workflows, permission schemes, and project configurations to meet diverse operational needs.
  • Drive platform efficiency and value by developing custom scripts for automation and managing API integrations to connect JIRA with other critical enterprise systems.
  • Lead and mentor a team of JIRA support staff, fostering a culture of continuous improvement and overseeing user training and documentation.
  • Optimize the platform to directly support and enhance core organizational methodologies, including the Software Development Lifecycle (SDLC), sAFE Agile frameworks, and IT Service Management (ITSM) processes.
The Office Under Secretary of Defense for Intelligence and Security established a Targeted Local Market Supplement (TLMS) for certain Science, Technology, Engineering, Mathematics, and Cyber positions within the Defense Civilian Intelligence Personnel System. Eligibility for the TLMS is based on cyber work roles within certain occupational series and on the work performed. This vacancy is designated as a STEM and/or Cyber position and pay for the incumbent will be based on the STEM and Cyber Pay Table.

  • The incumbent must sign a Statement of Understanding regarding the certification requirements and maintaining the appropriate certification is a condition of employment.
  • This position requires Defense Acquisition Workforce Improvement Act (DAWIA) Advanced certification in Program Management and is expected to meet all related certification requirements per the Department of Defense Instruction 5000.66.
  • Applicants that do not meet this requirement are eligible to be hired but must obtain a Program Management Advanced certification within 4 years (48 months) after the first day of starting in the position.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements:

Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.

Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.

Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:
  • Experience using various JIRA administration tools to customize workflows and manage multiple projects.
  • Experience creating long-term roadmaps for the JIRA platform, to align with business goals.
  • Experience applying Application Programming Interfaces (API's) for integration with other enterprise systems and how it may affect the software development lifecycle (SDLC) methodologies like Agile and DevOps.
  • Experience leading a team of administrators, managing stakeholder expectations and communicating across an organization.

Specifically you will be evaluated on the following competencies:
  1. Strategic Thinking- Formulates objectives and priorities and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organization goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders.
  2. Configuration Management - Knowledge of the principles and methods for planning or managing the implementation, update or integration of information systems components.
  3. Requirements Analysis- Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or presenting alternative technologies or approaches.
  4. Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
  5. Systems Integration - Knowledge of principles, methods, and procedures for installing, integrating, and optimizing information systems components.

Substitution of education may not be used in lieu of specialized experience for this grade level.
