The Veterans Transportation Service (VTS) Motor Vehicle Operator (MVO) is a position under the Mobility Manager within the Veterans Transportation Service (VTS) at the Eastern Oklahoma VA Healthcare System (James Mountain Inhofe VAMC) in Tulsa, OK. The incumbent's primary duty is to provide

Major duties of this position include, but are not limited to:

  • Driving responsibilities include buses with seating capacity of 6 to 8 passengers and light shuttles with seating capacity from 2 to 8 passengers.
  • Vehicles may have up to five forward speeds and may be equipped with automatic or manual transmissions.
  • The employee must have knowledge of defensive driving techniques, including the ability to recognize developing hazardous road and traffic conditions and the judgment to select alternate routes to avoid potential problems.
  • Employee must use tact and courtesy in all contacts with patients, their family members, visitors, co-workers and the general public.
  • Follow standards of universal precautions and general principles of infection control in working with the patients being transported.
  • Must practice safe patient transfer principles, utilization and maintenance of equipment and lifting principles, transfer/transport patients using portable oxygen tanks.
  • The Motor Vehicle Operator may be required to use the Vetride tablet for assigned trips and duties; work assignments may also be verbally issued by VTS dispatch by telephone or personnel contact.
  • The Motor Vehicle Operator is responsible for understanding the use of Vetride GPS navigation tool and provides necessary data to track requirements needed by the VTS program.
  • The employee is responsible for (1) protecting that data from unauthorized release or from loss, alteration, or unauthorized deletion; (2) following applicable regulations and instructions regarding access to computerized files, release of access codes, etc, as set out in an automated information system security access agreement, which incumbent signs.
  • 13. Motor Vehicle Operator Transports Veterans in all types of weather and road conditions and is subject to exposure to the elements during loading, unloading and fueling.
  • Motor Vehicle Operator must be alert and abide by all state and local laws while driving government vehicles on public streets.
  • The Motor Vehicle Operator is required to have a valid state driver's license which is directly pertinent to the type of vehicle to be operated as required by the US Department of Transportation and the State driver licensing agency and meet all requirements necessary to obtain a government motor vehicle operator's license.
  • The Motor Vehicle Operator shall be proficient in the operation of specialized lifts to safely load and unload wheelchair bound patients and employ the proper use of tie downs and other restraint equipment to secure wheelchairs and patients to ensure their safety during travel.
  • Motor Vehicle Operator must possess the knowledge and ability to do routine preventive maintenance checks and services of all vehicles and special purpose wheelchair lifts and tie-down equipment that he/she is qualified and authorized to operate.
  • Motor Vehicle Operator must notify his/her supervisor within 12 hours from time of receipt, of any violation or citation, including suspended or revoked license, received from Federal, State or City law enforcement agency.
  • Provides timely and courteous service to external and internal customers.
  • The incumbent must have knowledge of defensive driving techniques, including the ability to recognize developing hazardous road and traffic conditions and the judgment to select alternate routes to avoid potential problems.
  • Employee must project a positive image for the VA Medical Center and Department of Veterans Affairs.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Drivers work mostly outside and operate vehicles in all kinds of weather. Drivers are exposed to dirt, fumes, and to the possibility of cuts, bruises, and broken bones because of accidents when loading and unloading the vehicle. Incumbents have daily contact with tubercular, psychiatric, and other handicapped patients. The incumbent must have knowledge of defensive driving techniques, including the ability to recognize developing hazardous road and traffic conditions and the judgment to select alternate routes to avoid potential problems. Position requires walking, standing, bending, sitting, crawling and climbing. May perform the following functional requirements as frequently as daily:

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
