THIS IS A T5 EXCEPTED SERVICE, PERMANENT POSITION

The primary purpose of the SEXUAL VIOLENCE PREVENTION SPECIALIST (PREV WF), GS-0101-12, is to directly support the development and execution of policies, programs, and procedures implementing integrated primary prevention activities relating to sexual violence, averting harm or abuse before it occurs. Identifies risk and protective factors that lead to or protect against unhealthy or unsafe behaviors. Promote or mitigate actions relating to environmental exposure. Due to the specialty nature of these roles this position reports to the Primary Prevention Officer.

  • Advise leaders at all levels of best practices and evidence-based programs, policies, and plans that increase primary prevention capacity within their organizations. Facilitates dialogue between state programs, divisions, directorates, and other areas to capture existing upstream drivers and measures relevant to the earliest prevention of sexual violence. Assists TAG, Assistant TAG, IPP Officer, directorate, and division-level leadership with data-informed courses of action to appropriately resource sexual violence primary prevention activities and requirements throughout the state.
  • Coordinates with Sexual Assault Response Coordinators (SARCs) to secure access to de-identified data that will be used for developing products, statistical analysis, tracking, reporting, evaluating program effectiveness, and conducting research for the primary prevention of sexual violence. Provides sexual violence prevention metrics to all councils and boards within the S/T/DC in coordination with and as requested by the IPP Officer. Collects qualitative and quantitative data. Reviews homogeneous environmental/climate survey data (collected from Wing/Brigade) analyzes for sexual violence outcomes, and shares findings with appropriate stakeholders.
  • Conducts educational sessions and briefings for JFHQ leadership and JFHQ SMEs (i.e., State Family Programs Director, Chaplains, State Equal Opportunity Manager, Resilience, Risk Reduction and Suicide Prevention Program Manager, IPP SMEs) regarding the primary prevention of sexual violence. Coordinates with SARC to ensure alignment of messaging to leadership regarding sexual violence. Consults with managers in areas that impact sexual violence to ensure combined prevention trainings are coordinated to promote and incorporate evidence-based practices and learning objectives and designed for the National Guard (NG) with cross-functional impact.
  • Maintains an understanding of SAPR policies and the working dynamics between primary prevention and response. Recommends changes to surveys and trainings (qualitative and quantitative), as appropriate, to ensure maximum insight into NG sexual violence data. Provides sexual violence prevention data to Wing/Region Primary Prevention Integrators (PPIs). Provides sexual violence prevention metrics to all councils and boards within the S/T/DC in coordination with and as requested by the IPP Officer. Establishes, revises, and reviews policies, procedures, mission objectives, and organizational design to eliminate barriers to mission accomplishment. Develops performance measures to meet statutory and regulatory compliance, implements quality improvement plans, and assesses the effectiveness of TAG's IPP program.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.

Qualifications

SEXUAL VIOLENCE PREVENTION SPECIALIST (PREV WF), GS-0101-12: Must have at least one year of specialized experience, equivalent to at least the GS-09 level, in: program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Education

Degree in behavioral or social science; or related disciplines appropriate to the position OR Combination of education and experience that provided knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR Four years of appropriate experience that demonstrated the acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

This is an Excepted Service position. Applicants who currently hold a Competitive Service status and is offered a position with the California National Guard, will lose their Competitive Service status to become Excepted Service. Competitive Service applicants who are Career and have completed the three year service requirement permanent tenure (Block 24 reflects "1") are eligible for lifetime reinstatement rights.
